1.0 Description of Requirement The Department of the Air Force, Air Force Life Cycle Management Center (AFLCMC), Digital Infrastructure Fielding Flight (DIFF), managed by the HNC-D Program Office, has a requirement for the procurement of standardized server rack installation kits, standalone Power Distribution Units (PDUs), and 10-Gigabit Small Form-factor Pluggable (SFP+) optical transceivers. This infrastructure hardware is required to support the enterprise-wide fielding of the Voltron+ (V+) capability across designated Priority 4, 5, and 6 Enterprise Sites. The Voltron+ initiative mandates the deployment of one NIPR and one SIPR network hardware stack at each designated site. Surveyed environments require these infrastructure enhancements to meet specific power distribution, rack space (14 Rack Units per instance), and single-mode optical network connectivity standards. This acquisition is for a Brand Name or Equal procurement. The identified manufacturer part numbers represent the minimum performance and compatibility standards required by the government to integrate with existing Voltron+ stack configurations. 2.0 Line Item Structure & Technical Specifications The government anticipates soliciting for the following brand-name or functionally equivalent items: Line Item 0001: Standardized Voltron+ Rack Kits Quantity: 30 Kits Unit of Issue: Kit (KT) Kit Components (Per Single Kit): (1) Server Rack Enclosure: APC NetShelter SX Server Rack Enclosure (Manufacturer Part Number: AR3100TAA or equal) Salient Characteristics: 42U height, standard 19-inch width, EIA-310 compliant, Trade Agreements Act (TAA) compliant, suitable for high-density server/networking applications with integrated cable management. (2) Rack Power Distribution Units (PDUs): APC 2G Metered Rack PDUs (Manufacturer Part Number: AP8841 or equal) Salient Characteristics: 0U vertical mounting, 30A current rating, 200V/208V input voltage, metered capabilities, at least 36 outlets (combination of C13/C19 or equivalent) to support split dual-PDU configurations. (1) Rack Anchor Kit: Concrete or Raised Floor Anchor Kit (Manufacturer Part Number: 40604-003 or equal) Salient Characteristics: Designed for seismic or structural anchoring of server enclosures to concrete or raised data center floors. (1) Grounding Kit: Standard Equipment Grounding Kit (Manufacturer Part Number: RGRKCBNJEJY or equal) Salient Characteristics: Common busbar grounding kit with cables, compliant with telecom/data center grounding standards. (1) Cagenut/Screw Pack: M6 Cagenuts and Screws, 50-piece pack (Manufacturer Part Number: CABSCREWM6B or equal) Line Item 0002: Standalone Rack Power Distribution Units (PDUs) Quantity: 20 Units Unit of Issue: Each (EA) Technical Specifications: APC 2G Metered Rack PDUs, 0U, 30A, 200V/208V (Manufacturer Part Number: AP8841 or equal) Purpose: Targeted upgrade for existing data center cabinets already containing sufficient physical space but lacking the required dual-PDU power density or circuit redundancy. Line Item 0003: SFP+ Optical Transceivers Quantity: 120 Units Unit of Issue: Each (EA) Technical Specifications: 10-Gigabit Small Form-factor Pluggable (SFP+) Single-Mode Optical Transceivers (Manufacturer Part Number: SFP-10G-LR-S-A or SFP-10G-LR or equal) Salient Characteristics: 10Gbps transmission rate, Single-Mode Fiber (SMF) compatible, operating wavelength of approximately 1310nm, support for transmission distances up to 10 kilometers over standard single-mode fiber backbones, duplex LC connector interface. Must be enterprise-grade and designed for data center switch environments without high overhead licensing features. 3.0 Delivery and Place of Performance Delivery Schedule: FOB Destination. Delivery is required within forty-five (45) days after receipt of order (ARO). Delivery Locations: South Portland Air National Guard Station, 50 Western Ave, South Portland ME 04106 4.0 Set-Aside Status & Acquisition Strategy The government is currently performing market research to determine the final acquisition strategy and set-aside status. Anticipated Set-Aside: It is anticipated that this procurement will be competed as a Total Small Business Set-Aside (or alternative socioeconomic program depending on capabilities received). Contract Type: Firm-Fixed-Price (FFP) Purchase Order. Competition: Full and Open Competition after Set-Aside Determination. 5.0 Submission of Capability Statements (Sources Sought) Interested and qualified sources (including Small Businesses, 8(a), Service-Disabled Veteran-Owned Small Businesses, HubZone Small Businesses, and Women-Owned Small Businesses) are requested to submit a capability statement indicating their ability to provide the brand name or equal materials detailed above. Capability statements must be submitted via email to the Contact Points listed above no later than September 4, 2026 at 5:00 PM EST. Response Requirements: Company Information: Company Name, Address, and Website Unique Entity Identifier (UEI) and CAGE Code Socioeconomic status under NAICS 334118 (e.g., Small Business, SDVOSB, WOSB, etc.) Technical Capability: Ability to deliver the exact Manufacturer Part Numbers listed, OR equivalent products. If proposing "or equal" items, provide detailed technical specifications, specification sheets, and clear evidence of functional/physical interoperability with the Voltron+ network stack architecture. Lead time for delivering all items (specifically the 30 kits, 20 PDUs, and 120 transceivers). Contract Vehicles: Identify if these items are available on existing government-wide acquisition contracts (GWACs) such as GSA Advantage/FSS, NASA SEWP, or 2GIT, including contract numbers. 6.0 Disclaimer and Important Notes This presolicitation notice does not constitute a Request for Quote (RFQ) or Request for Proposal (RFP).
