(a) This is a Request for Quotations (RFQ) for the procurement of two (2) ELASTEC D9 Hydraulic Power Units (PowerPack), which are required as direct replacements for existing equipment at CFAO Port Operations White Beach, Okinawa. This is a brand-name requirement for ELASTEC products to ensure full compatibility (form, fit, and function) with the existing Elastec D9 Boom Reel Power Unit. The procurement includes the power units, stainless steel frames, engine covers, and specified spares kits. All items shall be fabricated and delivered in accordance with the attached Solicitation N6264926QG007, which includes the detailed Statement of Work (SOW) and Brand Name Justification. (b) This acquisition is being conducted using the commercial item procedures of FAR Part 12. The Government intends to award a single firm-fixed-price purchase order. The closing date for receipt of quotations is 10:00 AM JST on 16 September 2026. (c) As detailed in the attached RFQ, quotes must be submitted directly to the Government point of contact, Miho Uehara, at miho.uehara.ln@us.navy.mil by the specified closing date and time. Delivery of the items is required to CFAO Port Operation White Beach, Bldg# 1100, Katsuren Heshikiya, Uruma City, Okinawa, Japan. The desired delivery is within one (1) month after award. (d) Offerors must be a source registered in the System for Award Management (SAM.gov) to be eligible for award. (e) The World Trade Organization Government Procurement Agreement (WTO GPA) and Free Trade Agreements (FTAs) are not applicable to this acquisition due to the estimated dollar value.
