Synopsis of Proposed Contract Action Description The Bureau of Reclamation, Columbia-Pacific Northwest Region, Columbia-Cascades Area Office has a need for a five (5) year Indefinite-Delivery/Indefinite Quantity (IDIQ) contract type for construction services for Hungry Horse Power Plant Turbine Runner Cavitation Repair. The work location will be at the Hungry Horse Dam, located in Flathead County, Montana. Principal components of work to be performed under these specifications include inspection, metal removal, weld preparation, welding and grinding. This is a re-solicitation No. 140R1026B0003 which closed on August 13th, 2026. If you bid on 140R1026B0003, you will need to re-bid under 140R1026B0009. Estimated Principal Components of work to be performed includes the following: A. Inspecting turbine runner B. Metal Removal C. Welding D. Grinding The North American Industry Classification System (NAICS) code associated with this project is 238190 ¿ Other Foundation, Structure, and Building Exterior Contractors. The small business size standard applicable to this project is $19.0 million in gross annual receipts averaged over the previous three 1-year accounting periods. The projected IDIQ ceiling amount is $1,400,000.00 representing the maximum cumulative value of all task orders issued under this contract. An unrestricted, full and open competitive solicitation under NAICS 238190 shall be issued. Bids will be accepted from all responsive and responsible entities. The clause FAR 52.225-11 Buy American-Construction Materials under Trade Agreements will be included in any forthcoming solicitation, therefore one or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. An electronic copy of the solicitation will be issued no sooner than fifteen (15) days from the day after this notice at www.sam.gov, however, dates in this notice are subject to change. The solicitation will close approximately thirty (30) days after its issuance. Any amendments applicable to the solicitation will be posted at the same site. To take advantage of business opportunities with the Bureau of Reclamation (BOR) and the Department of the Interior (DOI) you must register your entity in SAM.gov. For more information regarding registering in SAM, please visit https://sam.gov/content/entity-registration. Interested bidders are strongly encouraged to inspect the site prior to submitting a Bid. Additional details regarding the site visit will be provided in the Invitation for Bid (IFB). Pre registration will be required. If any foreign nationals plan to attend, their passport information should be submitted to the points of contact as early as possible. Offerors are advised that foreign national access may or may not be granted due to required security and background investigations, which can take two weeks up to 30 days.
