1.0 DESCRIPTION OF REQUIREMENT The Department of the Air Force at Hill Air Force Base (AFB), Utah, intends to award a firm-fixed-price sole-source contract to Lumen Technologies for a dedicated commercial Internet Service Provider (ISP) connection. This circuit is required to support standard government operations and must be independent of existing installation infrastructure. The requirement mandates a dedicated, low-latency fiber optic connection with an expedited installation and operational timeline. The Government anticipates a contract award date in October 2026. The anticipated Period of Performance is one (1) Base Year plus four (4) Option Years. 2.0 STATUTORY AUTHORITY & RATIONALE The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Extensive market research, including a previously posted Sources Sought Synopsis and coordination with Base Civil Engineering, determined that Lumen holds exclusive physical access to the required telecommunications infrastructure and termination points on Hill AFB. Justification for Sole Source and Technical Rationale: Physical Infrastructure Constraints: Base Civil Engineering confirmed that non-incumbent vendors lack physical access to the existing base infrastructure. To provide this service, an alternate vendor would be required to construct new, independent physical lines external to the installation and physically interconnect with the incumbent's proprietary infrastructure to enter the base. Schedule Feasibility: The requirement demands an expedited operational timeline. During market research, non-incumbent vendors indicated that establishing the necessary external infrastructure connections would require significantly longer lead times than the Government's mandatory schedule permits. Currently, utilizing the incumbent's existing infrastructure is the only identified method capable of meeting the Government's required delivery timeframe. Network Accountability: Utilizing an alternative vendor would mandate a fragmented infrastructure arrangement, introducing unacceptable Service Level Agreement (SLA) performance risks and potential delays in outage resolution for government operations. 3.0 SUBMISSION INSTRUCTIONS FOR INTERESTED PARTIES This Notice of Intent is not a request for competitive proposals. A solicitation will not be issued. However, the Government will consider all capability statements, proposals, or quotes received within fifteen (15) days after the date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Firms that believe they can provide the required services in full compliance with the physical infrastructure and expedited timeline requirements must submit a detailed technical capability statement. Responses must explicitly detail how the vendor will achieve on-base termination within the required timeframe without relying on the incumbent's infrastructure.
