Notice of Intent for Sole Source The Environmental Protection Agency (EPA) in Research Triangle Park (RTP) in Durham, North Carolina intends to award, on a sole source basis, to Agilent in accordance with RFO 6.103-1(b) to purchase one high-performance liquid chromatograph (HPLC) interfaced to a triple quad mass spectrometer (MS/MS) and associated peripherals. This procurement is recommended to be processed without full and open competition. EPA’s Office of Chemical Safety and Pollution Prevention(OCSPP) Office of Mission Critical Operations, Risk Assessment Support Division’s Laboratory is needing a HPLC to support research that meets OCSPP’s programmatic needs and will replace an aging and outdated instrument utilized exclusively for EDSP assays (eg., steroid and thyroid hormone assays) while simultaneously enhancing high-throughput capabilities for in-vitro screening assays within EDSP and other data requests. This equipment is vital for high-throughput assay automation to generate data for many aspects of OCSPP’s mission to gain knowledge about chemicals and their associated effects on human health and the environment. Agilent-manufactured instruments include unique specifications that are required to conduct the specific assays integral to OCSPP’s work, these instruments include technology that is proprietary to Agilent. These instruments are directly compatible with existing Government-owned Agilent hardware and software in order to continue performance of previously developed assays without interruption The itemized required elements of acquisition are: 6495C Instrument #1 (Options listed below) — G6495CAR – Certified Pre-owned 6495C Triple Quadrupole LC/MS System. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined and itemized pricing that is sufficient to make a determination that competition is feasible. A request for documentation will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Contracting Officer.
