Statement of work, as posted

The 309th Aircraft Maintenance Group (AMXG) at Hill Air Force Base (HAFB) has a need for a Blanket Purchase Agreement (BPA) with a Contractor(s) to provide septic pumping services to airframes in preparation of maintenance and repair and aircraft in transit. The contractor shall provide all management, tools, supplies, equipment, personal protective gear, and labor required to drain, flush, clean, and prepare for freezing temperatures, the designated reservoirs and dispose of waste materials, in accordance with the procedures outlined in the performance work statement (PWS). The company shall own hose and attachment fittings to connect to US Air Force and US Navy C-130 aircraft (part number M2651-133-11). Contractor shall have the capability to respond within 24 hours for standard call-outs and within 2 hours for emergency call-outs. The proposed BPA will have a five (5) year ordering period. CMMC Level 1 is applicable to this requirement. The request for quote documentation and instructions are attached below in the attachments section. In preparing your quote, please review and follow the 52.212-1 Addendum instructions to offerers information found on page 4 Section 8 of the Request for Quote Document. Historically, for aircraft there has been a need for around 20 lavatory cleaning/pumping services per year total. Please reach out to the point of contracts listed below with any questions. Technical Note: To be found technically acceptable your quote shall also include acceptable responses to the following criteria as found in the solicitation page 4 under section 8, 52.212-1 Addendum, Instructions to Offerors. 1. Provide CAGE code in box 17a. 2. A signed copy of this solicitation document in box 30. (FA822426Q0005) 3. Offeror shall provide evidence that demonstrates the offeror has past experience providing septic tank lavatory services on C-130 or similar sized aircraft, in accordance with the PWS. 4. Offeror shall provide a clear methodology that demonstrates how the offeror will meet the requirement to arrive onsite at Hill Air Force Base, Utah, within 24 hours for standard call-outs and within 2 hours for emergency call-outs. 5. Offeror shall provide evidence of having the proper hose and attachment fittings to connect to Air Force and Navy C-130 Aircraft or evidence of being able to obtain the proper tooling to service this BPA. The part number for the servicing adaptor is M2651- 133-11, or alternate AIRLINX part number V2651J133P10 (this part requires the use of a 4" hose or an adapter to fit a different diameter hose). 6. Copying and pasting the required capabilities from the PWS does not demonstrate how the offer meets the required specifications and capabilities 7. Offeror shall fill in their proposed pricing on the attached Pricing List, following the instructions included in the Pricing List. Please provide information stating compliance with CMMC level 1 IT security.
