Account requiredWhy it scored this way
Every reason behind the verdict rather than the headline one — which of your certifications match, how much runway is left, whether the work is your size, and what we would need to know to sharpen it.
The requirements that decide a bid — bonding, clearances, experience minimums, page limits — live in the attachments, not in the notice above. Start a free trial to upload them and have them read.
Draft the paperwork
Written against this notice and what you have told us about your company. Anything we do not know is marked [NEEDS INPUT] in the draft rather than guessed at — read it before you send it. Federal notices routinely put the real requirement in an attachment; adding the documents above makes every one of these materially better.
Start a free trial to draft these. Nothing is sent to an agency on your behalf, ever — you get a document to review, edit and submit yourself.
What would disqualify you
Read straight from the solicitation documents: the bonding, clearances, insurance minimums, experience thresholds and deadlines that decide whether you can bid at all — before you write a word.
Sources Sought response
A complete draft response — capability statement, relevant past performance, business size and socioeconomic status, and answers to the agency's specific questions.
Questions to submit
Genuine ambiguities and requirements that disadvantage a smaller bidder, drafted as questions you can submit before the Q&A deadline.
Past performance write-ups
Which of your prior awards best match this requirement, and draft write-ups in the format the agency asked for.

THIS IS A SPECIAL NOTICE OF AN ANTICIPATED PROCUREMENT. THIS IS NOT A SOLICITATION OR REQUEST FOR PROPOSALS. The U.S. General Services Administration (GSA), Public Buildings Service, is issuing this Special Notice to provide advance notification of an upcoming construction procurement for the new Land Port of Entry in Highgate Springs, Vermont. GSA had previously planned to use the Construction Manager as Constructor (CMc) delivery method. GSA now anticipates proceeding with a separate construction procurement using the Design-Bid-Build (DBB) delivery method, with construction services provided by a General Contractor (GC) at a firm fixed price. This notice is intended to inform interested industry participants of the anticipated opportunity and the planned change in delivery method, as well as to request statements from interested vendor candidates. Project Location Land Port of Entry Highgate Springs, Vermont Project Description The anticipated procurement is for construction services associated with the new Land Port of Entry in Highgate Springs, Vermont, along the United States–Canada border. The project is being undertaken by GSA to provide modern border infrastructure in support of the operational, security, and facility requirements of the Federal agencies responsible for border inspection and processing. Constructed in 1997, the existing Highgate Springs Land Port of Entry is at the northern end of U.S. Interstate 89 (I- 89), approximately 40 miles north of Burlington, Vermont, and opposite the Canadian port of entry at St. Armand/Philipsburg, Quebec. Canada is completing construction of Autoroute A-35 between Montreal and the Canada/U.S. border. Canada in coordination with Vermont’s Agency of Transportation is converting Route 133 into a multilane highway, which would link Montreal to the US border with a continuous multilane highway. When completed, traffic is estimated to increase by as much as 30% at this port of entry. The existing site occupies approximately 16.1 acres and includes seven buildings totaling approximately 44,000 gross square feet. The site is bounded to the north by the U.S./Canada border, to the east by the northbound lanes of I-89 and rock outcroppings and bluffs, to the south by the former site of the State of Vermont’s Welcome Center, and to the west by privately owned land. Lake Champlain is about 1/2 mile to the west. Tenants include the U.S. Department of Homeland Security’s Customs and Border Protection ; the U.S. Department of Health and Human Services’ Food and Drug Administration; the U.S. Department of Agriculture’s Animal and Plant Health Inspection Service, and GSA. This project will construct a new fully operational Land Port of Entry at Highgate Springs with expanded capacity to alleviate the increase in commercial and personally owned vehicle (POV) traffic expected upon the completion of Canada’s A-35 expansion project. The project is intended to deliver a modern, functional, secure, and efficient land port of entry that supports the movement of people and goods while meeting applicable Federal facility standards, building codes and security requirements. The anticipated construction scope includes the labor, materials, equipment, supervision, coordination, and other resources necessary to complete the work in accordance with the contract documents. The final scope of work, project requirements, and construction specifications will be provided in a forthcoming solicitation. Anticipated Delivery Method Design-Bid-Build / General Contractor GSA anticipates procuring construction services through a Design-Bid-Build delivery method. Under this approach, the construction contractor will perform the work in accordance with the completed design and the requirements established in the solicitation and resulting contract at a firm-fixed price. The forthcoming solicitation will establish the acquisition strategy, contract requirements, evaluation criteria, and instructions for submitting offers. Anticipated Procurement GSA anticipates issuing a competitive solicitation for the construction phase of the Highgate Springs Land Port of Entry project. The solicitation is anticipated to be published on SAM.gov in November 2026. The anticipated schedule is subject to change. Interested firms are encouraged to monitor SAM.gov for the forthcoming solicitation and any subsequent procurement announcements. The full description of the work, construction requirements, anticipated schedule, contract terms, and proposal submission instructions will be provided in the solicitation. Vendor Response and Requested Interested vendors are requested to submit a brief statement outlining their qualifications, relevant project experience, and interest in this project to the Point of Contact listed below by October 30, 2026. This notice is not a solicitation, invitation for bids, or request for proposals. Submissions should be sent directly to the Point of Contact listed below. This notice does not commit the Government to issue a solicitation, award a contract, or proceed with the anticipated procurement. Any procurement will be conducted in accordance with the solicitation and applicable acquisition requirements. GSA will not reimburse any costs incurred by interested parties in connection with this notice.
