The Government does not intend to set-aside this procurement for a small business program. Codes for services or supplies: NAICS 513120, PSC 7630 Description: This requirement is to provide a subscription for online full-text archival access to 33 peer reviewed scientific journals and the Freedom Collection for 16 NOAA Libraries (“NOAA Library Network”) and NOAA facilities without a servicing library (NOAA-wide access), as well as several monographic series titles for select library locations as outlined in the Subscriptions Required section below. These titles are essential to NOAA research and are available only from the publisher, Elsevier, via its online journal platform, ScienceDirect. NOAA intends to award a sole-source contract to Elsevier B.V. under the authority of 41 U.S.C. 1901, using SAP up to $9M as authorized by RFO 12.201-1. The contract period of performance includes a 12-month base period and four (4) 12-month option periods. The required subscription will provide access to titles from January 1st through December 31st of each year beginning in the year 2027. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, any firm that believes it can meet this requirement may provide written notification to the Contracting Officer. A determination by the Government not to compete this requirement based upon responses to this notice is solely within its discretion. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
