Indefinite Delivery Indefinite Quantity-Multiple Award Contracts (IDIQ-MACs) at Mid-Atlantic Regional Maintenance Center (MARMC) for Next Generation Homeport CNO Availabilities

Department of Defense · Department of the Navy · NAVSEA HQ
Account requiredWhy it scored this way

Every reason behind the verdict rather than the headline one — which of your certifications match, how much runway is left, whether the work is your size, and what we would need to know to sharpen it.

Solicitation documents

The requirements that decide a bid — bonding, clearances, experience minimums, page limits — live in the attachments, not in the notice above. Start a free trial to upload them and have them read.

Draft the paperwork

Written against this notice and what you have told us about your company. Anything we do not know is marked [NEEDS INPUT] in the draft rather than guessed at — read it before you send it. Federal notices routinely put the real requirement in an attachment; adding the documents above makes every one of these materially better.

Start a free trial to draft these. Nothing is sent to an agency on your behalf, ever — you get a document to review, edit and submit yourself.

What would disqualify you

Read straight from the solicitation documents: the bonding, clearances, insurance minimums, experience thresholds and deadlines that decide whether you can bid at all — before you write a word.

Compliance matrix

Every stated and implied requirement, its source section, whether it is mandatory, and where your response will address it.

Proposal outline

A submission skeleton where every required element is a heading with its source requirement quoted beneath it. You write the substance; nothing gets forgotten.

Questions to submit

Genuine ambiguities and requirements that disadvantage a smaller bidder, drafted as questions you can submit before the Q&A deadline.

Past performance write-ups

Which of your prior awards best match this requirement, and draft write-ups in the format the agency asked for.

Statement of work, as posted

Portfolio Acquisition Executive Maritime (PAEM) is issuing solicitation N6117727R5001 for the award of the Mid-Atlantic Regional Maintenance Center (MARMC) Indefinite Delivery Indefinite Quantity Multiple Award Contracts (IDIQ-MACs) for Continuous Maintenance Availabilities (CMAVs), Emergent Maintenance (EM), and short-term Chief of Naval Operations (CNO) availabilities. This solicitation is for the procurement of maintenance, repair and modernization of non-nuclear surface ships (including Guided-Missile Cruisers (CGs), Guided Missile Destroyers (DDGs), Expeditionary Sea Bases (ESBs), Guided-Missile Frigates (FFGs), Amphibious Command Ships (LCCs), Littoral Combat Ships (LCSs), Landing Helicopter Assaults (LHAs), Landing Helicopter Docks (LHDs), Landing Platform Docks (LPDs), Landing Ship Docks (LSDs), and Mine Countermeasures Ships (MCMs) homeported in or visiting the Norfolk region. PAEM intends to award IDIQ-MACs based on the qualifications and capabilities of the Contractor in the following two categories: MAC A, where all holders can complete all requirements; and MAC B, where all holders can complete work associated with CMAVs and EM on non-critical systems. MAC A will be solicited on a full and open basis. MAC B will be solicited as a Small Business Set Aide. MAC A – CMAV/EM includes work on critical systems. MAC A also includes short-term CNO availabilities. Due to the nature of critical systems and the likelihood of urgent requirements with critical EM, the Government will require contractors with the capability and capacity to respond immediately to critical technical requirements. It is anticipated that this work would be available under full and open competition. However, if it is determined that two or more small businesses are interested and capable of completing the scope of work under any given delivery order, contracting officers may use their discretion to restrict competition to small businesses. MAC B – CMAV/EM does not include work on critical systems but will include systems and equipment requiring work certification. The scope of non-critical contract actions is expected to require less contractor capabilities, both in human resources and facilities. MAC B will be a small business set aside. In the event that there is no interest expressed for any given delivery order, this work may be competed under MAC A. Offerors must possess or have the ability to obtain a Tier I, II, or III Master Ship Repair Agreement (MSRA) for the Norfolk, VA homeport. Each contract will include five (5) one-year ordering periods. The supply being procured is the repaired, mission ready vessel, which is returned to service within the Fleet. The solicitation will be issued electronically via System for Award Management (SAM) at http://sam.gov and interested parties must comply with that announcement. Interested offerors should monitor the SAM.gov page for any applicable amendments to this solicitation. Offerors must be registered in the System for Award Management in order to participate in this procurement at https://www.sam.gov/portal/public/SAM/. All responsible sources may submit a proposal in response to the solicitation, which shall be considered by the agency. SAM.gov is the single point of entry for posting of the synopsis and solicitations to the internet. This pre-solicitation notice is for information purposes only and shall not be construed as a commitment by the Government to solicit contractual offers or award of contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. The solicitation is forthcoming.
