This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued. Solicitation Number 140D0426Q0750 is hereby issued as a Request for Quote (RFQ) for construction of a new reinforced masonry barrier wall and associated site improvements at The Presidents House within Independence National Historical Park, Philadelphia, Pennsylvania. Work includes, but is not limited to, excavation and grading; construction of concrete foundations; installation of the reinforced masonry barrier wall and related site elements; protection of adjacent historic, cultural, and archeological resources; coordination with park staff; restoration of disturbed areas to pre-construction conditions; and final site cleanup. This requirement is being issued by the United States Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD) in accordance with Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) Parts 12. The solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. This requirement is a Total Small Business set-aside under North American Industry Classification System (NAICS) Code 238140 Masonry Contractors with a business size standard of $19.0 Million. Federal Supply Code (FSC): Z2PA Repair or Alteration of Recreation Facilities (Non-Building). A site visit has been scheduled as part of this solicitation. Offerors are encouraged to attend. Please see the details below. Site Visit Date: August 12, 2026 Time: 12:00 p.m. EDT Vendors interested in attending the site visit must email the Contract Specialist, Emily_Mote@ibc.doi.gov, and the Contracting Officer, Stephanie_McCullough@ibc.doi.gov, with their company name and a list of attendees no later than 2:00 p.m. EDT on August 10, 2026. Upon receipt of the email with attendee information, the site address and point of contact (POC) information will be provided. A list of items is provided in Attachment 6, Pricing Sheet. All work shall be performed in strict accordance with the contract drawings, specifications, and all applicable federal, state, and local laws, regulations, and National Park Service requirements. A list of contract clauses that apply to this acquisition are provided in Section I, Contract Terms and Conditions. Quotes are due no later than 12:00 PM ET, September 03, 2026.
