The General Services Administration, Public Building Service, intends to solicit proposals to replace the cooling tower at James F. Battin U.S. Courthouse located at 2601 2nd Avenue North, Billings, Montana 59101. The solicitation number will be 47PD5526R0029. The procurement will be procured and awarded as a competitive Total Small Business using FAR Part 15 procedures. The Magnitude and estimated dollar value of the required services range between $250,000 and $500,000. The contract completion period is anticipated to be 180 calendar days. This is an informal source selection procurement requiring both technical and price proposals. Contract award will be made to the responsible offeror whose offer, conforming to the solicitation, is determined to be the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-price factors. In other terms lowest price technically acceptable (LPTA). The technical evaluation factors are anticipated to be as follows: (1) Management; and (2)Experience. In accordance with FAR 19, this procurement is a Total Small Business At the time that a business concern submits its offer, it must represent to the Contracting officer that it is a small business under the North American Industry Classification System (NAICS) 238220 with a small business size of $22.5M. A small business joint venture may qualify if the joint venture meets all of the requirements of CFR 125.8, and the joint venture is registered in the System for Award Management (SAM.gov) at the time the joint venture submits its offer under this solicitation. A business concern should provide a copy of the notice required by 13 CFR 125.8 if material changes occur before contract award that could affect its eligibility. The solicitation will be issued in electronic format only and will be posted on the SAM.gov website at https://www. https://sam.gov. No phone or fax requests for a copy of solicitation will be accepted. Potential offerors will be responsible for downloading the solicitation and for monitoring the website for possible amendments and/or additional information. The solicitation will be available for download on or about 07/08/2026. A pre-proposal conference/site visit will be noted in the solicitation.
