The Vermont Army National Guard (VTARNG) Recruiting and Retention Battalion (RRB) is seeking a qualified contractor to provide reliable, business-class telecommunications services for three of its storefront recruiting offices located in Winooski, Rutland, and St. Albans, Vermont. The required services include high-speed internet, commercial voice lines, and commercial fax lines. The contract will consist of one (1) 12-month base period, beginning September 30, 2026, and four (4) 12-month option periods. The selected contractor must provide all necessary personnel, equipment, and materials to ensure uninterrupted service. A critical component of this requirement is a seamless transition, with all services installed, tested, and fully operational by September 29, 2026.Service Requirements: The contractor shall provide and maintain the following services for the duration of the contract:1. Winooski Storefront (10 E Allen Street, Winooski, VT 05404):Internet: Continuous broadband connection with a minimum download speed of 100 Mbps. Phone: One active commercial voice line for phone number (802) 662-4803, including speed dialing, three-way calling, call forwarding, call waiting, and voicemail. Fax: One active commercial fax line for phone number (802) 662-4807.2. Rutland Storefront (217 Woodstock Ave, Suite D, Rutland, VT 05701):Internet: Continuous broadband connection with a minimum download speed of 100 Mbps. Phone: One active commercial voice line for phone number (802) 772-7032, with the same standard features as above. Fax: One active commercial fax line for phone number (802) 772-7058.3. St. Albans Storefront (97-101 North Main Street, St. Albans, VT 05478):Internet ONLY: Continuous broadband connection with a minimum download speed of 100 Mbps .Key Contract Details: Period of Performance: One 12-month base period (30 SEP 2026 ? 29 SEP 2027) and four (4) 12-month option periods. Installation and Transition: The contractor is responsible for a full phase-in, including all installation, configuration, and testing. If a new vendor is selected, they must seamlessly port the existing phone and fax numbers to prevent any service disruption. All services must be fully operational by September 29, 2026.Equipment: The contractor shall furnish all necessary equipment, including modems, routers, cabling, and interface devices. Existing equipment may be used only if the incumbent vendor is selected. Location Type: These are commercial storefront locations, and no special military base access is required for standard operations. Quality Assurance: Contractor performance will be evaluated based on network uptime and service functionality, as detailed in the Performance Requirements Summary (PRS) of the PWS.
