This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Hereafter, this notice shall be titled "Solicitation." (ii)Solicitation Number: FA930126Q0006. This solicitation is issued as a Request for Quote (RFQ) to offerers. Please review all solicitation documentation for complete instructions and requirement information. Interested parties who believe they can meet the requirements for the services described in this solicitation are invited to submit a completed quote using the attached Model Contract (Attachment 9). Vendors are required to submit with their response enough information for the Government to evaluate the minimum requirements detailed in the solicitation. Any information provided in response to this solicitation is strictly voluntary; the Government will not pay for information submitted in response to this solicitation. Award will be made using the criteria in RFO 52.212-2 and its Addendum (Attachment 6). (iii)Defense Priorities and Allocation System (DPAS): N/A (iv)This is a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this project is 23820, Plumbing, Heating, and Air-Conditioning Contractors, with a size standard of $19,000,000.00. The wage occupation code for this requirement is: 23410 - Heating, Ventilation and Air-Conditioning Mechanic(v)Contract Line-Item Numbers (CLINs) and items, quantities, and units of measureincluding options. (See Model Contract - Attachment 9) (v)As a result of new policy beginning 10 November 2025, we would like to inform you of your responsibility to comply with the DoD's CMMC 2.0 framework at Level 1. CMMC is the DoD's program to verify that all contractors have implemented the required cybersecurity standards to protect Federal Contract Information (FCI). Per R-DFARS 252.204-7021, FCI is information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service. Your organization's CMMC status will be verified to be active and accurate in the Supplier Performance Risk System (SPRS) module of PIEE. For assistance, please review Attachment 8: PIEE CMMC Level 1 Help Guide. (vi)Award Type: The anticipated award type is Firm Fixed-Price, Options Contract with 1 Base Year and 4 Option Years. It is anticipated that one award will be issued. (vii) Description of services to be acquired: The contractor shall furnish all supervision, equipment, tools, labor, and supplies necessary to perform for annual inspection, preventive maintenance and repair of vehicle exhaust removal systems located in Fire Stations 1, 2, 3, 4 and 5 located on Edwards Air Force Base (EAFB), and Air Force Research Laboratory (AFRL), California. The contractor shall not perform inherently governmental functions as defined in RFO Subpart 7.5 in relationship to this SOW. The work shall be performed in accordance with (IAW) this SOW, industry standards and/or manufacturer recommendations, whichever is strictest. This is a nonpersonal services contract to provide the of Fire Department Vehicle Exhaust Maintenance, Inspection and Repairs. The government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn is responsible to the government. ***For exact acquisition details please see Statement of Work (SOW) (Attachment 1) Building numbers to be provided upon award.*** (viii) Location of requirement: Edwards AFB, CA 93524 (ix) Period of Performance: 1 Base Year, 4 Option Years (1 October 2026 - 30 September 2031) (x) Applicable RFO and R-DFARS provisions and clauses are posted within the with the Solicitation Model Contract.
