Department of Veterans Affairs Regional Procurement Office Central Supplies and Service Division Team 2 August 3, 2026 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE Expert Witness RFI eCMS ACTION NUMBER 36C24C26Q0028 The Department of Veterans Affairs (VA), Regional Procurement Office Central on behalf of the Office of Revenue Operations, seeks to enter into a Sole Source agreement with LitCon Group, LLC (an Other than Small Business) for Expert Witness services. This procurement is being conducted in accordance with Revolutionary Far Overhaul (RFO) RFO 12.201-1 Simplified Acquisition Procedures and RFO Part 6.103-3(b)(3) for restricting competition. The NAICS code for this procurement is 541611 and the Small Business Administration Size Standard is $24.5 Million. This notice of intent to is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements of the Statement of Work (SOW) may submit a quotation and evidence of capability. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. Respondents must be registered in the System for Award Management (SAM) database. Firms may register with SAM at https://www.sam.gov.
