This a Request for Quotations (RFQ) for Network Security Solutions for the San Salvador International Law Enforcement Academy (ILEA). The U.S. Government intends to award a contract to the qualified responsible offeror representing best value using the tradeoff source selection process authorized under FAR 15.103-1. The solicitation will specify whether all evaluation factors other than cost or price, when combined, are significantly more important than, approximately equal to, or significantly less important than cost or price. A tradeoff process is appropriate when it may be in the best interest of the Government to consider award to other than the lowest priced offeror or other than the highest technically rated offeror. Trade-off process is NOT a low price, technically acceptable (LPTA). All evaluations factors and significant subfactors that will affect contract award and their relative importance shall be clearly stated in the solicitation. Prospective quoters must meet basic standards for responsibility at FAR 9.104 and comply with the solicitation instruction and requirements to be eligible for award. We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies if there is a need to do so. Quotations are due by August 24, 2026 at 16:00 hrs. local time. No quotations will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted. Your quotation must be submitted electronically to GrijalvaJE@state.gov. It is important to make sure the submission is made in Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size should exceed 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each. In order for a quotation to be considered, you must also complete and submit the following: 1. SF-1449 2. Section I, Pricing 3. Section 5 Representations and Certifications 4. Additional information as required in Section 3 5. Proof of SAM Registration 6. Cybersecurity Supply Chain Risk management (C-SCRM) C-SCRM Questionnaire and C-SCRM Software Producer Attestation Form. Notwithstanding FAR 4.203-1(b)(5)(ii), the Contracting officer has determined that it is in the best interest of the U.S. Government that quoters be registered in the SAM (System for Award Management) database at https://www.sam.gov at the time of submitting a quote and at the time for award. Direct any questions regarding this solicitation in writing no later than August 19. All questions must be submitted in English and may be sent via email to GrijalvaJE@state.gov.
