The United States Coast Guard is seeking proposals and bids for Grounds Maintenance Services as described herein for the U.S. Coast Guard Sector San Diego and the Point Loma Housing Quarters in San Diego, California. Please reference the Statement of Work (SOW) for full details. Industry Day/Site Visit: REAL ID, Passport, or a Common Access Card will be required to access to the base. Location: 2710 N Harbor Dr, San Diego, CA 92101 Day: WEDNESDAY, 26 AUGUST 2026 - 1000 - 1500 PST Points of Contact: Larune Valentine (909) 275-9264 - Larune.O.Valentine@uscg.mil LT Philip Rogers (206) 827-5173 or (856) 776-8989 - Philip.E.Rogers@uscg.mil Locations to Receive Services: The Contractor shall be responsible for maintaining approximately twenty two (22) acres of grounds divided between two locations 8 miles apart. U.S. Coast Guard Sector San Diego – Located at 2710 N. Harbor Drive. Sector San Diego is the Pacific Areas Southernmost Coast Guard Base, This Location is home to two 87’ Patrol Boats, four Jayhawk H-60 helicopters, a Joint Harbor Operations Center and multiple supporting units that are located on sixteen (16) acres of improved grounds. Point Loma Senior Housing Quarters – Located at 2465 Cabrillo Rd. San Diego, CA 92106. There are 3 homes, including a Lighthouse and ancillary buildings that are documented as historical landmarks built in 1892 and are on located on six (6) acres, three (3) acres of which are improved grounds. This location is located within the Cabrillo National Park grounds. Commercial Services Override (FAR 12) FAR Part 12 Request for Offer (RFO) and FAR overhaul overrides all previous associated clauses related to commercial services within this contract. Availability of Funds (FAR 52.232-18) Funding for this contract is subject to availability. Note: Current funding is only available through December; however, this contract and the associated pricing schedule are established for a full year of performance from September 2026 through September 2027. Evaluation Criteria (FAR 52.212-2) Award will be made on a best-value trade-off basis. The Government will evaluate offers based on the following factors, listed in descending order of importance: Relevant Past Performance: Specifically for maintaining large-scale compounds and similar facilities. Technical Approach: The offeror's methodology for fulfilling the requirements of this SOW, including coordination with the facilities team. Price: Evaluated for reasonableness and realism. Proposal Submissions and Non-Technical Questions All potential vendors shall submit their pricing schedules (Total Cost Per Month (12 months) + Total FIXED PRICE) for all services to be rendered IAW SOW and supporting documentation (relevant past performance or references) to the Contracting Officer: Mr. Ryan H.
