Account requiredWhy it scored this way
Every reason behind the verdict rather than the headline one — which of your certifications match, how much runway is left, whether the work is your size, and what we would need to know to sharpen it.
The requirements that decide a bid — bonding, clearances, experience minimums, page limits — live in the attachments, not in the notice above. Start a free trial to upload them and have them read.
Draft the paperwork
Written against this notice and what you have told us about your company. Anything we do not know is marked [NEEDS INPUT] in the draft rather than guessed at — read it before you send it. Federal notices routinely put the real requirement in an attachment; adding the documents above makes every one of these materially better.
Start a free trial to draft these. Nothing is sent to an agency on your behalf, ever — you get a document to review, edit and submit yourself.
What would disqualify you
Read straight from the solicitation documents: the bonding, clearances, insurance minimums, experience thresholds and deadlines that decide whether you can bid at all — before you write a word.
Compliance matrix
Every stated and implied requirement, its source section, whether it is mandatory, and where your response will address it.
Proposal outline
A submission skeleton where every required element is a heading with its source requirement quoted beneath it. You write the substance; nothing gets forgotten.
Questions to submit
Genuine ambiguities and requirements that disadvantage a smaller bidder, drafted as questions you can submit before the Q&A deadline.
Past performance write-ups
Which of your prior awards best match this requirement, and draft write-ups in the format the agency asked for.

NOTICE OF INTENT TO ISSUE A SOLE SOURCE AWARD The Department of War, Department of the Navy, Naval Supply Systems Command Fleet Logistics Center Norfolk, Regional Directorate, intends to award a firm-fixed-price purchase order on a sole-source basis to New Gnosis, Inc., Ashburn, Virginia, CAGE Code 25PQ7, for a two-day supervisory development workshop supporting Naval Supply Systems Command Weapon Systems Support (NAVSUP WSS), N52 Foreign Military Sales. This notice is issued for informational and market research purposes only. This is not a request for competitive quotations, proposals, or offers. No solicitation will be issued because of this notice. The Government intends to make award to New Gnosis, Inc. under the authority of FAR 12.102(a). The contemplated acquisition is for commercial services under FAR Part 12 and will use simplified acquisition procedures, as applicable. The applicable North American Industry Classification System (NAICS) code is 611430, Professional and Management Development Training. The applicable small-business size standard is $15.0 million. Offerors and interested parties are responsible for ensuring they are registered in the System for Award Management (SAM), as applicable, before award. The Government anticipates award to New Gnosis, Inc. because the company is the only known responsible source capable of providing an existing, specialized supervisory-development curriculum tailored to the NAVSUP WSS/N52 Foreign Military Sales environment. The required workshop addresses the transition of experienced technical subject-matter experts into supervisory roles and focuses on clear expectations, accountability, constructive conflict management, performance discipline, and the challenges associated with supervising former peers and long-standing colleagues. New Gnosis’s discovery-based experiential learning approach is a key differentiator. Rather than relying primarily on lecture, generic supervisory content, or pre-packaged leadership models, New Gnosis creates structured learning environments in which supervisors practice leadership in real time. Participants engage in realistic leadership situations that mirror the pressures they face in their day-to-day roles, including ambiguity, authority, communication, accountability, conflict avoidance, group dynamics, and the challenge of leading former peers. This approach enables participants to observe their actual behavioral patterns as they occur, reflect on their impact, and identify practical changes they can apply immediately back in the workplace. NAVSUP WSS is operating in an environment of organizational change, including return-to-office requirements, staffing reductions, and increased workload demands. The Government requires a two-day workshop that is available for deployment within the required timeframe and is tailored to the command’s specific supervisory and organizational challenges. Based on market research, New Gnosis, Inc. is the only known source with an existing curriculum that meets these requirements without substantial additional curriculum-development time, duplication of costs, or disruption to the required training schedule. The anticipated award will be a firm-fixed-price purchase order. This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2026-01 and DFARS Change Notice 20250507. Applicable provisions and clauses will be identified in the resulting purchase order. Interested parties that believe they can satisfy this requirement may submit a capability statement for the Government’s consideration. Capability statements are not quotations, proposals, or offers and will be used only to determine whether a competitive acquisition is warranted. Capability statements shall not exceed two pages and must address the following: Company Information: Legal business name, physical address, point of contact, telephone number, email address, CAGE code, and Unique Entity Identifier (UEI). Business Status: Business size and applicable socioeconomic status or certifications. Technical Capability: A detailed explanation of the firm’s ability to provide an existing two-day supervisory-development workshop tailored to peer-to-supervisor transition challenges, accountability, performance management, collaboration, conflict management, and workload pressures in a DoD or Navy command environment. Curriculum Availability: Confirmation that the curriculum is already developed and can be delivered within the Government’s required schedule without material additional development time. Relevant Past Performance: Examples of comparable leadership or supervisory-development training delivered within the past three years, preferably in a DoD, Navy, or similarly complex federal organizational environment. Capability statements must be submitted by email no later than 1:00 P.M. Eastern Time, 21 October 2026, to: Thomas Carey Contract Specialist Email: thomas.carey56.civ@us.navy.mil Interested parties shall be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. All responsible sources may submit a two-page capability statement which shall be considered by the NAVSUP FLC Norfolk Regional Directorate. The Government will not pay or reimburse any interested party that responds to this posting or to this notice. Disclaimer: This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
