The Naval Air Warfare Center Aircraft Division (NAWCAD) AIRWorks Division is seeking Lead Systems Integrator (LSI) support to perform engineering, technical, and project management for a wide variety of programs and platforms that brings rapid acquisition and advanced capabilities to the warfighter. THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS SOURCES SOUGHT IS STRICTLY VOLUNTARY. The following dates are anticipated timeframes associated with this requirement: Estimated Draft RFP Release: 2nd Quarter FY 2027 Estimated Final RFP Release: 3rd Quarter FY 2027 Estimated Award Date: 3rd Quarter FY 2028 ANTICIPATED PERIOD OF PERFORMANCE: The anticipated period of performance is sixty (60) months with an anticipated start date of April 2028. This anticipated start date includes an overlap transition period of several months with the current contract. ANTICIPATED CONTRACT TYPE: The Government is anticipating a single award IDIQ contract with the specific CLIN type to be determined. The incumbent contract information is as follows: Contractor Name: CRL Technologies, Inc. Contract #: N00421-24-D-0005 Contract End Date: December 12, 2028 Contract Type: CPFF Previous Set Aside Designation: Small Business Set Aside Level of Effort Hours: 1,806,720 ANTICIPATED FACILITY AND PERSONNEL REQUIREMENTS: Location: Patuxent River, MD % On-Site Government: 5% % Off-Site Contractor/Hybrid/Remote: 95% A SECRET Facility Clearance is desired. All contractor personnel shall have the ability to obtain a SECRET Clearance. Some tasking shall require access to TOP SECRET, SENSITIVE COMPARTMENTAL INFORMATION (TS-SCI). Include in your response your ability to meet the facility clearance requirement. REQUIRED CAPABILITIES: The Government is seeking potential sources capable of providing Lead Systems Integrator (LSI) support to include the following: Project Management Support Systems Engineering Support Test & Evaluation Support Acquisition Support Logistics Support Financial Analysis Support Administrative & Management Support Engineering Specialist & Technician Support Cyber Security Support The labor categories above are anticipated to include a mixture of Junior, Journeyman, and Senior level positions. ADDITIONAL INFORMATION: Can or has your company managed a team of subcontractors before? If so, provide detail in your submission. Please note that if your company is planning to team with other companies to perform this work, if a Small-Business Set-Aside is pursued for this contract, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. Provide an explanation of your company’s ability to perform at least 50% of the tasking. Similarly situated small businesses may team together to meet the 50% requirement. If your company is planning to team, the response must clearly identify the proposed team members, business size for each team member, and the capability statement must clearly articulate which portion of the work each team member will be responsible for. The response must be detailed enough for the Government to make a determination whether or not the proposed team will be able to perform 50% of the work when combined. SUBMISSION INFORMATION: It is requested that the interested businesses submit to the contracting office a brief capabilities statement package (no more than ten 8.5” x 11” pages, font no smaller than 12 point, 1.5 spacing) demonstrating their ability to provide the services listed in the required capabilities described herein. Documentation should be provided in Microsoft Word or Adobe PDF format. All responses shall include: Sources Sought Name/Number, Company Name, Company Address, Company CAGE Code, Company Business Size, and Points-of-Contact (POC) including name, phone number and email address.
