17 August 2026 Update Call for Solutions (CFS) for NGC2 Scalable Software Applications closed on 6 August 2026. The Government is no longer providing the Questionnaire associated with the closed call. Please monitor SAM.gov for future opportunities. 22 July 2026 Update Call for Solutions (CFS) for NGC2 Scalable Software Applications is open for industry submittals, please submit white papers as per the instructions in the attached CFS. The due date of the parent CSO on SAM.GOV is not the due date for white paper submission. Please be advised that the required Questionnaire will not be available for direct download via SAM.gov attachments. To ensure the secure handling of sensitive information, the Government is utilizing DoD SAFE for document distribution and submission. To receive the Questionnaire, interested vendors must be Cybersecurity Maturity Model Certification (CMMC) Level 1 certified and submit an email request to usarmy.apg.acc.mbx.army-c2-solutions@army.mil. The request must include: Company Name CAGE Code Primary Point of Contact (Name, Address, Phone, and Email) Once the Government verifies your CMMC compliance status, you will receive an email from DoD SAFE to download the blank questionnaire. For escalation / issues please contact Eric.J.Roberts48.civ@army.mil. _________________________________________ Command and Control (C2) is foundational to warfighting, and lessons learned from recent support to contingency operations in Ukraine and Israel, as well as threat assessments in the INDOPACOM AoR, show that the Army’s current C2 information systems should be modernized to meet commanders’ needs for large scale combat operations against near peer adversaries. Current mission command systems are not mobile, intuitive, or survivable enough to easily overcome the current threat, changes in the character of warfare, and the pace of technology. As part of the Army’s continuous transformation effort, initiatives are being implemented to transform how the Army operates, trains, and equips for C2 capabilities that enhance its lethality, mobility, and survivability in large-scale combat as part of the Joint Force. The Army’s operational imperative is to improve systems responsibly, using innovative solutions from units and industry; at the same time, preparing for the future by ensuring the next generation of C2 systems are built on a portfolio of capabilities that effectively address emerging threats and ensure dominance over adversaries. The Army’s Next Generation Command and Control (NGC2) portfolio of capabilities will provide commanders with the ability to make more, better, and faster decisions through advanced analytics, an integrated data layer, open architecture, and robust and resilient transport. The result is data-centric C2 at every echelon that can operate in any environment. NGC2 requirements are currently being informed by persistent experimentation. Market research and prototyping will create a competitive environment for innovative industry partnerships and continuous integration of new technologies. Army Contracting Command- Aberdeen Proving Ground (ACC-APG) in support of the Program Executive Office Command, Control, Communications and Network (PEO C3N) and the Next Generation Command and Control (NGC2) program is publishing this Commercial Solutions Opening (CSO), W15P7T-25-S-0001, in accordance with the Defense Federal Acquisition Regulation Supplement Subpart 212.70 for the purpose of establishing a streamlined vehicle to award innovative C2 capability and functionality. This CSO will remain open until 16 May 2027. This CSO will be open until canceled by the U.S. Army. Your entity/company’s Data Custodian requester (designated) on block 3A of the DD Form 2345 is the only authorized individual that can download the controlled attachment. Your entity/company is responsible for the protection of the controlled document after the download. If your entity/company is not pre-certified by the JCP, you will need to apply for certification by completing a DD Form 2345 and emailing it to jcp-admin@dla.mil. Detailed information regarding the JCP application procedures is available at the JCP website at https://www.dla.mil/Logistics-Operations/Services/JCP/. The ESI Directorate and the Army Contracting Command (ACC) will not review the JCP application or issue the JCP certification. No exceptions will be made to vendors who are not certified in the JCP for the release of the controlled documents.
