Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) August 13, 2026 PRESOLICITATION NOTICE Initial Outfitting, Transition, and Activation Services in support of the Gainesville, FL OPC 100% SDVOSB SET ASIDE This is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal Initial Outfitting, Transition, and Activation (IOT&A) services for Gainesville, FL Outpatient Clinic (OPC). This requirement supports VHA's mission by providing contractor support services to help bring the hospital into full planned operations that will provide health care services to Veterans. This will be a firm-fixed-price contract with an estimated Period of Performance of 46-months. The North Florida/South Georgia Healthcare System has been approved for a major lease to create an expanded service opportunity for Veteran health care at Gainesville OPC Consolidation. This project proposes to lease a new outpatient clinic in Gainesville, FL. This project is approximately 188,418 net usable square foot (NUSF) in the vicinity of Gainesville, FL, including 1300 parking spaces. The clinic will expand on care currently provided at the existing contracted lease spaces and allow an expansion to the current footprint as well as added new for a decompression of the Malcom Randall VA Medical Center (VAMC) in Gainesville, FL. The lease would allow VA to consolidate outpatient services at one location for mental health, home based primary care, specialty care and ancillary diagnostics identified in the Strategic Capital Investment Planning (SCIP) process. The scope includes project support for planning, activating, outfitting, and transitioning the staff and Veterans/patients associated with the project The scope includes project support for planning, activating, outfitting, and transitioning the staff and Veterans/patients associated with the project. The scope of services includes Comprehensive Project Management, Comprehensive Interior Design, FF&E, and Space Planning Support; CONOPS and Transitioning Planning; Acquisition Support Services to include package development, Activation, Delivery, Relocation and Installation, Training, and Turnover and Post Occupancy Support for the identified project. This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must: be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://search.certifications.sba.gov/ for details) and meet the small business size standard for NAICS 541614. The solicitation is anticipated to be posted on Contract Opportunities for download on or about 10 September 2026. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this Pre-Solicitation notice. Anticipated closing date of the solicitation will be 9 October 2026. Solicitation initial posting date and the closing date are subject to change as necessary.
