NOTICE OF INTENT TO AWARD SOLE SOURCE Truck Fillstand Components to Bay Associates LLC. The Government intends to award a sole-source, Firm-Fixed-Price (FFP) contract to Bay Associates to provide truck fillstand components. No set-aside will be utilized for this acquisition. NAICS Code: 332911 (Industrial Valve Manufacturing) The Contracting Officer (CO) has determined that only one source is reasonably available to fulfill this requirement. Bay Associates is currently the sole vendor capable of providing the exact proprietary components necessary to maintain, and ensure the operational integrity of the existing truck fillstands. This notice is not a request for competitive quotations, and no formal solicitation package exists. However, any interested party that believes it has the capability to meet this specific requirement may submit a statement of capabilities that includes detailed, convincing documentation demonstrating the ability to supply the identical technical specifications of the required fillstand components. The Government reserves sole discretion to determine whether to compete this requirement based on responses received. Information submitted will be evaluated strictly to determine whether to conduct a competitive procurement or proceed with the sole-source award. Capability statements must be submitted via email only as a Word or PDF attachment to ava.sabado.jp@us.af.mil no later than August 20, 2026, by 4:00 PM Japan Standard Time (JST). Telephone requests, verbal inquiries, or physical mail will not be accepted. It is the sole responsibility of the submitting offeror to contact the Government prior to the deadline to confirm receipt of their transmission.
