The Department of the Air Force, 628th Contracting Squadron (628 CONS), Joint Base Charleston, SC, is issuing this Request for Quote (RFQ) to procure all-inclusive vessel repair and repower services for one (1) United States Air Force (USAF) Almar 26-Foot Sounder T-Top vessel (Hull Identification Number: 26UB0508) in support of the Naval Nuclear Power Training Unit (NPTU) waterfront operations. The anticipated scope of work requires the contractor to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision necessary to perform the removal of legacy systems and the installation of new dual 150 HP engines, compatible hydraulic steering, marine-grade electrical wiring, AGM batteries, and a digital LED dashboard gauge cluster. The contractor is solely responsible for the safe, insured, round-trip transportation of the vessel, to include picking up the vessel from Joint Base Charleston – Naval Weapons Station, SC, and returning it upon final acceptance. Offerors must submit a detailed service description or capability statement (e.g., technical qualifications, proposed equipment specifications, or a brief execution plan) that clearly demonstrates the proposed service meets or exceeds all minimum requirements outlined in Attachment 1 - Performance Work Statement (PWS) dated 27 July 2026.. Please refer to FAR 52.212-1 and FAR 52.212-2 within the attached SF 1449 for complete submission instructions and the specific evaluation criteria that will be used to determine the best value to the Government.
