This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is FA930126Q0024 and is issued as a Request for Quotation (RFQ). THIS REQUIREMENT WILL BE: 100% Total Small Business Set Aside. The North American Industry Classification System (NAICS) number for this acquisition is 238290 (Other Building Equipment Contractors), with a size standard of $22,000,000. The 412th Test Wing at Edwards AFB, CA, requires the modernization of one (1) freight elevator and one (1) passenger elevator located in Building 1020. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform the modernization as defined in the attached Statement of Work (SOW). Site Visit: A site visit is HIGHLY ENCOURAGED for all potential offerors to ensure an accurate understanding of the facility and project scope. The site visit will be held on 24 August 2026 at 0900 PDT. Due to base access and security requirements, a secure, two-step RSVP process has been established. Please see solicitation Addendum to RFO 52.212-1, Paragraph L-5 (SITE VISIT) for the exact registration procedures, secure DoD SAFE transfer protocols, and required base access documentation. Questions: All questions, comments, or requests for clarification regarding this solicitation must be submitted in writing to the Contracting Officer, christopher.barnes.50@us.af.mil, and the Contract Specialist, richard.godoy@us.af.mil, no later than 1400 PDT on 26 August 2026. The Government intends to consolidate all timely questions received and provide official responses via an amendment to the solicitation on or near 28 August 2026. The Government reserves the right to not address questions received after the stated deadline. Period of Performance (PoP): Due to known industry supply chain constraints regarding elevator controllers and components, the Government is not dictating a firm Period of Performance. Offerors are required to submit a proposed milestone schedule and PoP (not to exceed 24 months from the date of award). The Government will evaluate the proposed schedule for realism and minimum disruption to facility operations in accordance with the evaluation criteria. Cybersecurity / CMMC: As of 10 November 2025, cybersecurity compliance is a mandatory requirement for contract eligibility when handling Federal Contract Information IAW R-DFARS 252.204-7021. It focuses on basic cyber compliance through an annual self-assessment. Please follow the guidance provided in the attached document titled “Attachment 3 - CMMC-PIEE SPRS Assessment Guide-Level 1” to assist in the preparation and submittal of your Level 1 Self-Assessment to the Supplier Performance Risk System (SPRS). Instructions and Evaluation: Please see the Addenda to RFO 52.212-1 (Instructions to Offerors) (Page 18) and RFO 52.212-2 (Evaluation Factors for Award) (Page 20) for full submittal requirements in Attachment 4 - Solicitation - FA930126Q0024. Award will be made on a best-value tradeoff basis considering Technical Approach, Past Performance, and Price.
