NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. Agency: U.S. Fish and Wildlife Service (USFWS) Office: Wertheim NWR Posting Type: Notice of Intent to Sole Source Authority: FAR 12.102(a) ¿ for acquisitions valued at or below the simplified acquisition threshold (SAT) of $350K. 1. Description of Requirement The U.S Fish and Wildlife Service intends to award a firm-fixed price sole source contract for the procurement, fabrication, software development, integration, and installation of a multi user 75 inch interactive touch table system for the Wertheim National Wildlife Refuge visitor center. This system will support a full exhibit redesign by providing visitors with a durable, commercial grade multitouch platform featuring custom interactive software, a content management system, and map based exploration tools that highlight all ten refuges within the Long Island National Wildlife Refuge Complex. The requirement includes user interface and experience design, software development, testing, hardware fabrication, system integration, onsite installation, documentation, training, and a multi year warranty and support package. The interactive system must be ruggedized for continuous public use, ADA compliant, and capable of supporting simultaneous multi user engagement consistent with the redesigned exhibit specifications 2. Intended Sole Source Vendor Ideum, Inc. 2469 Corrales RD STE B3 Corrales, New Mexico 87048 3. Sole Source Justification The U.S. Fish and Wildlife Service intends to award a sole source contract to Ideum, Inc. based on the determination that no other responsible source can provide the integrated combination of hardware, custom exhibit grade software development, content management tools, system integration, fabrication, and onsite installation required for the interactive touch table specified in the Wertheim National Wildlife Refuge exhibit redesign. Market research conducted through the 2024 redesign process found that Ideum is the only known vendor producing a turnkey 75 inch Pro multitouch table engineered for continuous public use, incorporating 4K Ultra HD commercial displays, PCAP touch technology, integrated Intel/NVIDIA processing, and ADA/ETSI accessibility compliance. No other vendors were identified that could meet the technical, performance, and accessibility requirements outlined in the project specifications, nor provide the specialized software development and exhibit grade support necessary to deliver the complete interactive system. As a result, Ideum is the only source reasonably capable of fulfilling this requirement within the scope and standards defined by the redesigned exhibit plan. 4. No Solicitation Will Be Posted This Notice is not a solicitation, and no solicitation package will be issued. However, interested parties may submit a capability statement demonstrating their ability to meet all requirements listed in this notice. Responses that do not clearly demonstrate the ability to meet every requirement will not be considered. 5.
