Statement of work, as posted

The United States Air Force (USAF), 96th Test Wing (96 TW), Eglin AFB, FL is issuing a Solicitation for the recompete of the Powertrain MAC IDIQ. The purpose of this contract will be to provide the 96 RANSS/RNRT powertrain and component repair parts (both foreign and domestic parts) for its target assets to consistently maintain fully operational system that allow testing, characterization, analyzing, and evaluating weapons development and integration for the US Air Force. Powertrain and parts will be for foreign and domestic target assets. This requirement will be expected to utilize several different vendors to meet the need for powertrain overhaul, repair, and parts. The contract will be a multiple award IDIQ for 5 years with a 5-year Option for a possible total of 10 years. Each Delivery order will be evaluated using Lowest Price Technically Acceptable per line item. The contract will allow for on-ramping and off-ramping contractors in accordance with the Ordering Procedures. This Solicitation is issued in accordance with RFO 5.201, and RFO Subpart 5.2 and serves as the official Solicitation Notice for the Powertrain Multiple Award IDIQ requirement. Posted Solicitation date: 14 August 26. The intention is to competitively award this requirement as 100% Small Business Set-aside. The NAICS in question for this requirement will be 336992. Please ensure that your company is considered a Small Business under the requirements for that NAICS, otherwise you will not be considered eligible for award. The Intended PSC will be 2350. The Government will release the solicitation, including any subsequent amendments, on the SAM.gov website. No telephone or written requests for the Solicitation will be accepted. Amendment to the solicitation, if issued, will be posted to the same website. After solicitation release, vendors should regularly access the website to ensure they have all the amendments. IMPORTANT INFORMATION: Offerors will be required to submit a Capability Statement. Registration in the Department of Defense DoD System for Award Management (SAM) database will be a prerequisite for receiving an award. As part of this solicitation for the MAC IDIQ the specifications for the first deliverable will be posted, as the first delivery order will be awarded immediately upon award of Multiple Award IDIQ contract to chosen vendors, please submit the proposal for the first deliverable as a separate submission. The Cybersecurity Maturity Model Certification (CMMC) requirements do apply to this effort IAW RDFARS 252.204-7021 and 252.204-7025. The CMMC level required by this solicitation is: CMMC Level 1- Self-Assessment. This CMMC level, or higher (see 32 CFR part 170), is required prior to award for each contractor information system that will process, store, or transmit Federal contract information (FCI) during performance of the contract. The Contractor shall have and maintain for the duration of the contract a current CMMC Level 1- Self-Assessment or higher. Please complete a CMMC Level 1- Self-Assessment in Supplier Performance Risk System (SPRS) prior to award.
