Market Survey MTRRS Follow-on Production

Department of Defense · Department of the Army · ACC-DTA
Account requiredWhy it scored this way

Every reason behind the verdict rather than the headline one — which of your certifications match, how much runway is left, whether the work is your size, and what we would need to know to sharpen it.

Draft the paperwork

Written against this notice and what you have told us about your company. Anything we do not know is marked [NEEDS INPUT] in the draft rather than guessed at — read it before you send it.

Start a free trial to draft these. Nothing is sent to an agency on your behalf, ever — you get a document to review, edit and submit yourself.

Sources Sought response

A complete draft response — capability statement, relevant past performance, business size and socioeconomic status, and answers to the agency's specific questions.

Questions to submit

Genuine ambiguities and requirements that disadvantage a smaller bidder, drafted as questions you can submit before the Q&A deadline.

Past performance write-ups

Which of your prior awards best match this requirement, and draft write-ups in the format the agency asked for.

Statement of work, as posted

This is a SOURCES SOUGHT NOTICE/MARKET RESEARCH SURVEY to request information for Government planning purposes only. The Army Contracting Command – Detroit Arsenal (ACC-DTA) is seeking to gain knowledge regarding the interest, capabilities and qualifications of industry, to include both small and large businesses, for production of the item identified below. Responses to this Sources Sought Notice/Market Research Survey will assist ACC-DTA in planning its acquisition strategy for a potential future acquisition. Mobile Tactical Retail Refueling System (MTRRS) Follow-on Production, NSN: 4930-01-691-6188 MTRRS will serve as a bulk fuel carrier and retail dispenser for military vehicles and ground support equipment, providing fuel at the maneuver level in all operational environments. It replaces refueling operations currently performed by the aging Tank & Pump Unit (TPU) and the Tank Unit Liquid Dispensing (TULD). The MTRRS allows for different configurations and transport platforms including cargo trucks, trailers, and Load Handling System (LHS) flat-racks. The system can be removed from the transport platform, using Material Handling Equipment (MHE), and operated on the ground. The MTRRS provides fuel storage, filtration, and unit-level retail capabilities to refuel ground vehicles, ground equipment, and fuel containers. The MTRRS is the key enabler for company size units to receive, store and issue fuel to internal assets. The multiple transport modes enable units to utilize internal assets and issue fuel in accordance with Mission, Enemy, Terrain and weather, Troops and support available, Time available and Civil considerations (METT-TC). NOTE: All survey input is voluntary, and no compensation will be made for your firm’s participation. Since this is a Sources Sought Notice, and not a solicitation for receipt of proposals or quotations, the Government does not encourage questions concerning this market research. Furthermore, the Government is not obligated to issue a solicitation or award a contract as a result of this announcement.
