Statement of work, as posted

This is a combined synopsis/solicitation for commercial items prepared in accordance with the Revolutionary FAR Overhaul (RFO) Issued May 2, 2025 (Updated March 16, 2026). This announcement constitutes the only solicitation; quotes are being requested. This solicitation is issued as a Request for Quotation (RFQ) number 36C24826Q0958 for RFID Library Security System at VA Caribbean Healthcare System (VACHS) facilities located in San Juan, Puerto Rico. This notice incorporates clauses and provisions in effect through Federal Acquisition Circular (FAC) 2026-01 effective March 13, 2026. This acquisition is unrestricted. The associated North American Industrial Classification System (NAICS) code for this procurement is 561621 Security Systems Services (except Locksmiths), with a small business size standard of $25 Million. The PSC is 6350 Miscellaneous Alarm, Signal, and Security Detection Systems. The contract period of performance is expected to be from September 15, 2026, to January 13, 2027. The Government intends to negotiate and award a single Requirements Firm Fixed Price (FFP) contract under the authority of RFO Part 12. The solicitation is being conducted using the policies and procedures of RFO Part 12 Acquisition of Commercial Products and Commercial Services. Solicitation provisions and contract clauses that apply to the acquisition are provided in the attached RFQ along with detailed specifications, requirements and an attached addendum of the instructions to offerors. This notice incorporates provisions and clauses by reference. The full text of RFO provisions or clauses may be accessed electronically at https://www.acquisition.gov/far-overhaul Questions submissions shall be received via email in Word format no later than 11:00 AM EST on August 25, 2026, to gene.wollet@va.gov Submission of your responses shall be received no later than 1:00 PM EST on August 27, 2026 at gene.wollet@va.gov. The offeror shall submit a PDF version of the quote to the Government. Late submissions shall be treated in accordance with the solicitation provision at RFO 52.212-1(c). Omission of any one item MAY result in an offeror quote package being deemed ineligible for award.
