This is a Sources Sought Notice only. It seeks information from sources that can provide bulk and retail fuel services. No solicitation is being issued at this time. For reference purposes, this SAM notice is numbered SPE603-26-R-5X66. The amount of information available at this time is limited. This notice is also issued for the purpose of market research in accordance with Federal Acquisitions Regulation (FAR) Part 10. The Defense Logistics Agency (DLA) - Energy - FESBA seeks potential business sources to perform Fuel Operations, Support Operations, and Management and Administration pertaining to the receipt, storage and handling, and issue services for the following capitalized fuel products: Aviation Turbine Fuel (JP8); Bulk and Retail Korean Diesel (KDR); Retail Automotive Unleaded Gasoline (MG7); Aviation Turbine Fuel (F24) or any additional product designated by the Contracting Officer) at Government-Owned Contractor-Operated (GOCO) fuel facilities in Korea. This includes services for the operation, maintenance, security, and environmental protection of Government aviation and ground fuel facilities at the following locations: Korea Army GOCO: Camp Carroll, Camp Walker, Camp Humphreys, Camp Casey, K16, Yongsan. Defense Fuel Support Point (DFSP) Korea: DFSP Gunsan, DFSP Yechon and DFSP Pohang. Firms will be expected to maintain product quality and accountability at these GOCO and DFSP facilities. Interested firms should be able to provide all personnel, equipment, tools, materials, supplies, and supervision necessary to receive, store, issue, maintain quality, and account for petroleum products. This procurement will be unrestricted under NAICS code 493190 (Other Warehouse and Storage) with a size standard of $36.5 million. The Government anticipates issuing one solicitation and awarding two (2) firm fixed-price contracts for Korea Army GOCO and DFSP Korea with a four-year base period of performance beginning on November 01, 2027, through October 31, 2031, with one five-year option from November 01, 2031, through October 31, 2036, and an option to extend the contract for a total of no more than six months from November 01, 2036, through April 30, 2037. Contracts awarded are subject to FAR 52.222-41 and Service Contract Act of 1965. Responses are limited to not more than 5 pages. Any information provided to the Government as a result of this notice is voluntary. The Government will not pay for any information submitted in response to this notice. All responses to this notice are to be submitted by 3:00 p.m. local time Ft Belvoir, VA on August 24, 2026. Only responses submitted via E-Mail will be considered. E-Mail submissions to: orin.smith@dla.mil. Interested companies should respond to the following: A company profile to include number of employees, office location (s), DUNS/CAGE Code number, and a statement regarding current business status. Please note that registration in the SAM is required for DLA Energy contractors. Capability of providing qualified and experienced personnel with appropriate clearances, if required. Past Performance: Do you have past performance as a prime contractor or subcontractor on service contract for similar fuels management requirements? If so, please provide the following: Contract number, Name of Government Agency or Commercial Entity. Period of Performance, Dollar Value, Type of Contract (Fixed Price, Cost Reimbursement, etc.), and an explanation of services provided as they relate to GOCO fuels management. If your firm acted as subcontractor or joint venture, name the prime contractor or other party, the specific work performed and percentage. Address any past performance problems, and resolutions taken. Do you anticipate any type of teaming arrangement for this requirement? If yes, please address what kind of arrangement and what percentage of work, type (s) of service would you perform. Does your company have experience with Service Contract Act of 1965 covered contracts? Does your company have the financial capability and financial stability, and/or adequate lines of credit to sustain and support a five-year contract with multiple locations, in the event there are delays with the payment process? What realistic phase-in period would you require to commence performance with personnel, equipment, and materials? This Source Sought Notice (SSN) is for planning and market research purposes only and shall not be construed as a commitment by the Government. The information gathered from this announcement will be used to determine if responsible sources exist and to assist in determining if this effort can be competitive. Furthermore, the Government will use the information, in part, to determine the best acquisition strategy for a potential procurement action and to assist in making future acquisition strategy decisions. This is not a request for quote or proposal. The Government does not intend to award on the basis of this SSN or reimburse any costs associated with the preparation of responses to this SSN.
