SOURCES SOUGHT NOTICE Motor Control Panels Solicitation Number: W91WN26QA061 Notice Type: Sources Sought / Market Research NAICS Code: 335314 – Relay and Industrial Control Manufacturing PSC Code: 6110 – Electrical Control Equipment Small Business Size Standard: 750 employees 1. Purpose The U.S. Army Corps of Engineers (USACE), Pittsburgh District, is conducting market research to identify small business concerns that are interested in and capable of performing the requirement described below. This Sources Sought Notice is for market research and acquisition planning purposes only. It is not a solicitation, Request for Quotation (RFQ), or Request for Proposal (RFP), and no contract will be awarded as a result of this notice. The information received will assist the Government in determining the appropriate acquisition strategy, including whether the requirement should be set aside for small business concerns. 2. Requirement Description The Government anticipates a requirement to engineer, design, fabricate, test, and deliver sixteen (16) replacement motor control panels for the following USACE Pittsburgh District facilities: Hildebrand Lock and Dam – 6 EA Morgantown Lock and Dam – 6 EA Opekiska Lock and Dam – 4 EA The new panels shall replace the existing motor control panels in kind, operate identically to the existing systems, and integrate with existing wiring and remote gate-control systems. The requirement includes field verification at all three facilities, engineering and design, preparation of electrical schematics and panel layouts, component selection, fabrication, factory acceptance testing, documentation, and delivery. Major requirements include: Stainless steel 304 or 316 National Electrical Manufacturers Association (NEMA) Type 4X/IP66 enclosures 480 VAC, three-phase power with ground Circuit breakers, fuses, overloads, power supplies, power distribution blocks, relays, contactors, terminal blocks, transformers, and associated wiring Field verification of dimensions, existing wiring, terminal-block locations, and site conditions Comprehensive design package for Government approval prior to fabrication Fabrication by an Underwriters Laboratories (UL) 508A-approved panel shop Factory acceptance testing Delivery of all sixteen panels within approximately 240 calendar days after contract award 3. Capability Information Requested Interested small business concerns shall provide a brief capability statement addressing the following: Company name, address, Unique Entity Identifier (UEI), and Commercial and Government Entity (CAGE) Code. Business size and socioeconomic status under NAICS 335314. Confirmation that your company is interested in this requirement and intends to submit a quotation if a solicitation is issued. Confirmation that your company can engineer, design, fabricate, test, and deliver all sixteen motor control panels. Confirmation that the panels will be fabricated by a UL 508A-approved panel shop. Provide the applicable UL file number. A brief description of relevant experience designing and fabricating similar industrial motor control panels, including at least one example of a similar project. Confirmation that your company can perform field verification at Hildebrand, Morgantown, and Opekiska Locks and Dams. Confirmation that your company has experience integrating replacement control panels with existing 480 VAC, three-phase electrical and control systems. Whether your company can reasonably meet the anticipated 240-calendar-day delivery requirement. Any concerns or recommendations regarding the technical requirements, delivery schedule, or other factors that may affect competition. Brochures or general marketing materials may be provided but should be supplemented with information that specifically addresses the capabilities listed above. 4.
