General Information Project Title: WMWD Sewer Rehabilitation Project - PFAS Groundwater Soil Contamination Project Number: PDPG26-2400 Location: 452d Civil Engineer Squadron, March Air Reserve Base (ARB), California NAICS Code: 562910 - Remediation Services Product Service Code (PSC): F108 - Environmental Systems Protection - Environmental Remediation Project Description The 452d Civil Engineer Squadron at March Air Reserve Base (ARB), California, has a requirement for environmental remediation and construction disposal services. The primary scope of this project, designated as Project No. PDPG26-2400, is the safe handling, testing, transportation, and disposal of PFAS-contaminated soil resulting from the WMWD Sewer Rehabilitation Project. The Contractor shall provide all equipment, labor, and supervision necessary to perform these services in strict accordance with Air Force technical guidelines, as well as federal, state, and local environmental regulations. Scope of Work & Key Requirements 1. On-Site Handling and Storage Stockpile Control: Contractors must implement Best Management Practices (BMPs) to prevent cross-contamination and runoff. All soil piles must be securely covered with plastic sheeting or tarps and surrounded by containment berms. Storage Limits: Non-RCRA contaminated soil may only be accumulated on-site for a maximum of 90 days. All temporary stockpiles must be placed on impermeable surfaces (such as HDPE liners) prior to transport. Air Monitoring: Continuous dust and air quality monitoring is mandatory during all excavation and loading operations. 2. Testing and Hazard Classification Representative soil samples must be obtained and analyzed at a certified laboratory prior to any off-site transport or disposal. No material may be moved for reuse or disposal until test results are approved. Excavated soil must be classified according to hazardous waste regulations, specifically differentiating between: RCRA Hazardous: Soil exceeding federal EPA toxicity thresholds (e.g., highly toxic, corrosive, or reactive). This material must be disposed of in a specialized Class I hazardous waste landfill. California Hazardous (Non-RCRA): Soil containing specific chemicals at levels exceeding California's Title 22 limits. 3. Transportation and Tracking Manifesting: All hazardous shipments must be strictly tracked, documented, and legally compliant using the state's hazardous waste manifest tracking system. Haulers: Transportation of contaminated soil must be conducted exclusively by registered and licensed hazardous waste transporters. Decontamination: All transport vehicles and trucks must undergo thorough decontamination procedures before exiting the project site to prevent the off-site tracking of hazardous materials. Regulatory and Compliance Requirements Work must strictly comply with all applicable federal, state, and local statutes, including but not limited to: Unified Facilities Criteria (UFC) Occupational Safety & Health Administration (OSHA) Regulations and Safety Standards March ARB Environmental Protection Guide (Specification 01 57 19 Temporary Environmental Controls) California Department of Environmental Protection Rules and Regulations
