The U.S. Embassy in New Delhi seeks a professionally competent, multidiscipline Architecture & Engineering (A&E) firm to provide design services for converting existing office space into a Health Unit facility at the American Embassy Compound, Chanakyapuri, New Delhi. The Department will procure these services in accordance with the Brooks Act, as implemented in FAR Subpart 36.6. The Department will select the top-rated firm for negotiation based on demonstrated competence and qualifications for the required work. Scope of Work The selected A&E firm will study the existing office space and its building systems with the objective of converting the space into a Health Unit. The firm must have the expertise in design and develop a comprehensive engineering strategy covering the following disciplines: HVAC Electrical Plumbing The firm will base its design on the approved conceptual layout plan provided with this Statement of Work (SOW). Sbmission Instructions Interested firms must submit a completed Standard Form 330 (SF-330), Architect-Engineer Qualifications, by email to NewDelhiBids@state.gov. Do not copy any other Embassy employee on your submission. Firms must attach supporting documentation as evidence of the qualifications listed in the SF-330. Firms must attach resumes of key individuals to the SF-330. Deadline: 5:00 p.m. (1700 hours), August 21, 2026. Evaluation Criteria The Department will evaluate firms based on the following factors: Relevant professional qualifications for the required work described above Specialized experience and technical competence in the required work described above Demonstrated success on similar projects, including quality of work and schedule compliance Capacity to accomplish the work Knowledge of the project locality Applicable licensure Questions Direct questions no later than 5 p.m. (India Time) August 13, 2026 to: ChellaramaniA@state.gov SharmaC@state.gov
