Update 8/12/2026 -Questions were submitted for quote clarification and Gov. Responses are being shared. These clarifications supersedes what is currently listed in the SOW/Notice. Clarification responses are as follows. 1. Question asked: [Delivery Terms] The RFQ indicates FOB Destination in Block 7, while the SOW states "Delivery shall be FCA Origin Factory." Please confirm which delivery term should be used for pricing. Gov. Response: Pricing shall be based on FOB Destination, aligning with Block 7 of the RFQ. The Government will clarify the SOW at the time of award to reflect FOB Destination. 2. Question asked: [MIL-STD-130 IUID Tags] The SOW requires MIL-STD-130 compliant IUID tags to be affixed to each CX200 prior to delivery. Are these tags expected to be provided by [Gov.] if we give you the required information, or should we include this cost as part of the quotation? Gov. Response: The contractor is required to generate, provide, and affix the MIL-STD-130 compliant IUID tags prior to delivery. Please include all associated costs for IUID compliance as part of your quotation. 3. Question asked: [Technical Training] The SOW requires training for up to five technicians at each of the four delivery locations. Please confirm: Is on-site training required at all four locations, or is remote training acceptable? If remote training is acceptable, is it preferred? Gov. Response: Remote training is acceptable and is the Government's preferred method for all four delivery locations. On-site training is not required. 4. Question asked: [Training Schedule] If on-site, should training be included in the quoted price, or will it be scheduled and funded separately after equipment delivery? Gov. Response: While remote training is the preferred method, any costs associated with the remote training (even if offered at no additional charge) must be included in the initial quoted price. Training will not be funded separately after delivery. There are no other updates to this notices. The due date for quote of 21 Aug 2026 remains unchanged. End of amended notice updates ********** This RFQ is for the procurement of four (4) VIAVI CX200 SiteXpert Communication Service Monitors. This acquisition supports the Department of the Air Force, AFLCMC/C3BYC, to enable maintenance personnel to conduct advanced frequency, power, and modulation analysis for analog/digital Land Mobile Radio (LMR) and Tactical Data Link (TDL) radio systems in the field. This quote is due on the 21nd of August 2026 by 1 pm MDT to the Contracting Officer Wendy Farley at wendy.farley@us.af.mil or Carlos Michel at carlos.michel@us.af.mil. This is a commercial item and per RFO 12.210-1(c)(2)(ii)(iii) allows this to be released for 15 days along with the market research which provided information that the cost would be under the SAT. The attached solicitation, SOW, and limited sources Brand Name justification support this effort being published for the 15 days. Any questions can be addressed by the 13th of August 2026.
