Department of Defense · Defense Logistics Agency · DLA AVIATION AT OGDEN, UT
Account requiredWhy it scored this way
Every reason behind the verdict rather than the headline one — which of your certifications match, how much runway is left, whether the work is your size, and what we would need to know to sharpen it.
The requirements that decide a bid — bonding, clearances, experience minimums, page limits — live in the attachments, not in the notice above. Start a free trial to upload them and have them read.
Draft the paperwork
Written against this notice and what you have told us about your company. Anything we do not know is marked [NEEDS INPUT] in the draft rather than guessed at — read it before you send it. Federal notices routinely put the real requirement in an attachment; adding the documents above makes every one of these materially better.
Start a free trial to draft these. Nothing is sent to an agency on your behalf, ever — you get a document to review, edit and submit yourself.
What would disqualify you
Read straight from the solicitation documents: the bonding, clearances, insurance minimums, experience thresholds and deadlines that decide whether you can bid at all — before you write a word.
Sources Sought response
A complete draft response — capability statement, relevant past performance, business size and socioeconomic status, and answers to the agency's specific questions.
Questions to submit
Genuine ambiguities and requirements that disadvantage a smaller bidder, drafted as questions you can submit before the Q&A deadline.
Past performance write-ups
Which of your prior awards best match this requirement, and draft write-ups in the format the agency asked for.

The Defense Logistics Agency (DLA) Aviation plans to issue a Letter Request for Proposal (RFP) to support a DLA strategic initiative. The effort is for NSN 2835-01-208-0169 to support sole source requirements. DLA considers this item sole source to the Original Equipment Manufacturer (OEM): Hamilton Sundstrand Corporation CAGE 99167 as they are the only approved source of supply for this NSN. It is anticipated that this will be awarded and priced with lead-times as add-ons to Subsumable Contract SPE4AX-22-D-9404 designated under existed Umbrella Long-Term Contract (LTC) SPE4AX-18-D-9402. It is the Government’s intent to use a letter solicitation format to the sole source OEM; therefore, if a non-OEM source is interested, please notify the Contracting Officer prior to the synopsis closing date. Responses to this announcement from other than the OEM should identify their interest and include evidence of ability to supply the items in accordance with the acquisition strategy. In addition, respondents should identify the available quantities, prices, and lead-times. DLA will consider all such responses and may alter the acquisition strategy if purchase of existing surplus or newly manufactured inventory is in the best interest of the government. Responses to this announcement from other than the OEM are required by Monday, 10/19/26. A copy of the letter of interest should be forwarded to the contract specialist identified herein. Authority: 10 U.S.C. 2304(c)(1), Justification: Supplies required are available from only one or a limited number of responsible sources and no other type of supplies will satisfy agency requirements. The Government does not own the data or the rights to the data needed to purchase this part from additional sources. It is not economical to buy the data or the rights to the data. It is not economical to reverse engineer the part. Specifications, plans, or drawings relating to the procurement described are incomplete or not available and cannot be furnished by the Government. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the this requirement contact the following via their POC identified on SAM.gov: Hamilton Sundstrand Corporation CAGE 99167 This requirement is subject to Free Trade Agreements.

Submit questions
Ambiguities and requirements worth clarifying, written as questions you can send before the deadline.
Opens in your own mail client, addressed and with a subject line — you write the message. GovSprint never sends anything on your behalf.
Emails open in your mail client and are sent from your address, so the reply comes back to you and the exchange stays yours. Confirm the correct channel and any question deadline on the notice before sending — many solicitations require questions in a specific way.
