***This opportunity is for SEAPORT NXG MAC HOLDERS ONLY. No other offers will be considered. SeaPort MAC holders will need to register for PIEE accounts in order to receive solicitations and submit proposals/offers.*** The Naval Undersea Warfare Center, Division, Keyport (NUWCDIVKPT) is issuing a sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to perform this requirement. The Keyport Logistics and Technical Support In-House Engineering Services (ISE) is responsible for the Technical Authority functions and Integrated Product Support (IPS) for Combat and Weapon Systems for submarine sonar, combat systems, Navy training systems, integrated Undersea Warfare (USW) systems, and assigned surface and warfare systems. Functional responsibilities encompass Integrated Product Support, Technical Data Management, Advanced Training Systems and Processes, Help Desk Support, Distance Support, Fleet Engineering Support, Information Assurance Support, Material Obsolescence Management, and Commercial-Off-The-Shelf (COTS) Integration and Supportability. Life-cycle systems support services include engineering and technical support, system performance analysis, supply support, logistics support, configuration management, industrial process controls, training, project management, system performance analysis and monitoring, system troubleshooting and problem resolution, development of engineering changes to maintain or enhance system capabilities and operational availability. Projects supported include CV-TSC, USW- Decision Support System (UWS-DSS), Countermeasures, Aviation Maintenance Training Continuum Systems AMTCS, Heavyweight Torpedo, Lightweight Torpedo, Vertical Launch Anti-Submarine Rocket (VLA), Targets, and Submarine Towed Systems or similar systems. The contractor shall perform the majority of services outlined in the attached Statement of Work (SOW) within the local commuting area of NUWC Division, Keyport. However, some services identified in Section 4 sub-paragraphs require support within the local commuting area of various fleet locations throughout the United States. Any specific work efforts where government facilities are different from the above are outlined in the descriptions of the work in paragraph 4. This is not a request for proposal and a task order will not be awarded from this questionnaire. This notice is for planning purposes only and is not to be construed as a commitment by the Government. This is not a solicitation announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement, or any follow-up information requests. Specific company information will be kept confidential and will not be disseminated to the public. The result of this market research will contribute to determining the acquisition plan and the method of procurement. The contemplated task order will be Cost-Plus-Fixed-Fee (CPFF) under the SeaPort-NxG Indefinite Delivery/Indefinite Quantity (IDIQ) contract, utilizing full and open competition to allow any qualified SeaPort-NxG prime contract holder to propose. It will be awarded on a best-value basis to the Government. A trade-off analysis will be carried out, taking into consideration technical capability, past performance, and cost/price. It will include a base period of twelve (12) months and may include up to four (4) option years. It is anticipated that the solicitation will be issued in Q2 of FY27. Note that questions/comments submitted in response to the draft SOW may not receive a response. However, all questions and comments will be reviewed by the Government to assist in identifying potential revisions to be incorporated in the Statement of Work. The deadline for submission responses to this Sources Sought (this includes the Questionnaire) is 17:00 PST on 02 September 2026. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. The North American Industry Classification System (NAICS) code selected for this acquisition is NAICS 541330 – Engineering Services The Product Service Codes (PSC) selected for this acquisition is R425 (Support – Professional: Engineering/Technical) An Industry Day is not anticipated for this effort. The Government does not anticipate releasing a draft RFP. Incumbent: Ghostrock Systems Development, LLC, Task Order #: N0017819D7705 / N0025324F3000 The contractor will accomplish the work as specified in the draft SOW (Attachment 1). A draft Level of Effort (Attachment 2) is also included with this notice. Any remaining attachments referenced in the draft SOW (e.g., Attachment XX, Personnel Qualifications) are not available at this time. At the time this notice was posted, the Government estimated level of effort based upon Full Time Equivalents (FTEs) will be approximately 152 FTEs per year (Base-Year plus Four Option Years). Each FTE is estimated to be 2,000 hours per year. The Government will evaluate market information to ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice and otherwise anticipated. Interested parties are hereby notified that any subsequent solicitation resulting from this Sources Sought notice will contain Operations Security (OPSEC) requirements. To be considered for award under the forthcoming solicitation, respondents will be required to submit an OPSEC Plan as part of their formal proposal. This plan must demonstrate the contractor's internal protocols for identifying and safeguarding critical information, indicators, and vulnerabilities associated with this requirement. To assist industry in preparing for this requirement, the Government has included Attachment 3 – OPSEC Plan Sample Template with this notice. Interested parties are strongly encouraged to review this attachment to understand the baseline security controls, formatting, and expectations required by the Government.
