EO 14398 FRST - OPERATIONAL AND SECURITY UPGRADES The National Park Service, Region 2, South Atlantic Gulf, intends to award a Firm Fixed price contract for Operational and Security Upgrades for First State National Historical Park located in Wilmington Delaware. This project provides complete network infrastructure installation with new network switches for a 3,000 sq ft, two-story office-converted building, with structured cabling extended to two outbuildings. The installation includes a total of 47 data drops: 20 dual-port wall jacks (40 drops), 2 dual-port outbuilding jacks (4 drops), 2 ceiling-mounted WAP jacks (2 drops), and a single cable demarc extension. Installation includes two switches with SFP fiber connectivity between them. All work complies with DOI standards, NEC, TIA/EIA-568, and NPS Cabling Standard v1.4 Final/Rev2 and all network hardware is compliant with NDAA Section 889 and Federal Acquisition Regulation (FAR) 52.225-5 (The Trade Agreements Act (TAA). Additionally, there are three related systems that are included in the project: • Installation of underground conduit between office and two outbuildings. • Security Camera System • Security Door This requirement is being procured in accordance with FAR Part 6.302-1, only one responsible source. The determination to select Colossal Contracting LLC. is the only entity with knowledge of the current system and capabilities with current equipment that the park intends to integrate into the new system. They have previous knowledge of the current system. It is advantageous to the NPS to have work with the same contractor that provided the original system to ensure compatibility with the new system along with making sure all regulations and compliance are met. Additioanlly, the system will be fed into our Law enforcement systems which will require a level of security and knowledge with current county regulations and system compatibility. Lastly, it is in the best interest of the Government to utilize this contractor to decrease potential costs on the overall project by saving on unnecessary manpower for re-accomplishing work that has already been accomplished. The National Park Service is presently using SAM/FBO to issue synopsis for Notice of Intent to Award Sole Source Justifications and Sources Sought. The synopsis may be viewed online at: https://beta.sam.gov. FBO will be the only means of obtaining the amendments and will be able to receive electronic notification of solicitations and awards. CAUTION: This synopsis will be issued electronically as will any amendments. The Government is under no obligation to maintain a bidder's list. It is incumbent for any interested parties to obtain any amendments which may be issued. A solicitation will not be released for this requirement. This will be a notice of intent to award on a sole source basis to Colossal Contracting LLC.
