The Naval Air Systems Command, Lakehurst, NJ intends to issue a contract on a limited competition basis between The Boeing Company and their authorized distributors for the acquisition of five (5) PN: C21007-74, Nomenclature: Mixed Manifold Diagnostic Equipment AC System. The intended use is to check the health of the main distribution manifold for system pressure, temperature, and humidity. The Boeing Company owns the proprietary rights to the drawing and design of this equipment. As the Original Equipment Manufacturer (OEM), Boeing is the only source with the requisite knowledge, experience, technical expertise and technical data to provide the required PSE. The Government does not own rights to the drawings and technical data package necessary to support a competitive acquisition. There are no other manufacturers identified that were able to meet the Government's requirements. This notice of intent is not a request for competitive proposal; however, the Government will consider all responses received within 15 days after the date of publication of this synopsis. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a full and open competitive requirement. A determination by the Government not to open the requirement to full and open competition based upon responses to this notice in solely within the discretion of the Government. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. No contract will be awarded on the basis of offers received in response to this notice. All inquiries and concerns must be addressed to the Contract Specialist, Ms. Alexis Kelly at alexis.r.kelly.civ@us.navy.mil. Responses to this notice must be submitted by 21 August 2026. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must be advantageous to the Government in a future competition.
