This is a non-personal services contract to provide the Vermont Army National Guard (VTARNG) Deputy State Surgeon?s Office (DSS) with professional, non-clinical administrative support services for the Dental Health Program and the Hearing Conservation Program. The strategic objective of this contract is to optimize the medical, dental, and auditory readiness of VTARNG Service Members (SMs) in accordance with Army Regulation (AR) 40-501 (Standards of Medical Fitness) and AR 40-502 (Medical Readiness). The contractor shall deliver independent, highly accurate administrative data entry, records tracking, scheduling, and metrics reporting as defined in this Performance Work Statement (PWS).Non-Personal Services Framework In accordance with Federal Acquisition Regulation (FAR) 37.104, this contract is strictly designated as a non-personal services contract. Government Authority and Supervision: The Government shall not exercise any direct supervision, tasking, or administrative control over contractor employees performing services under this contract. Contractor personnel shall remain at all times under the direct supervision, management, and administrative control of the Contractor?s Contract Manager (CM).Contractor Accountability: The Contractor shall be solely responsible for the selection, hiring, oversight, conduct, scheduling, and performance of its personnel. Contractor employees shall be accountable solely to the Contractor, who, in turn, is responsible to the Government for the successful delivery of the outcomes outlined herein. Professional Boundaries: Under no circumstances shall any relationship resembling an employer-employee (co-employment) relationship be established between the Government and contractor personnel. Service Contract Act (SCA) / Service Contract Labor Standards (SCLS) Compliance To maintain regulatory alignment with 41 U.S.C. Chapter 67 (Service Contract Labor Standards) and to prevent labor misclassification or Wage Determination violations: Mandated Labor Classification: Offerors shall utilize the mandatory SCA labor category of Medical Record Clerk (Labor Category Code 12160) to execute all requirements outlined in this PWS. This is strictly for one (1) FTE Medical Records Clerk. Wage and Benefit Floor: All proposed labor rates must strictly conform to or exceed the minimum wage and fringe benefit requirements established in the applicable Department of Labor (DOL) Wage Determination attached to this solicitation. Strictly Administrative Scope: The duties outlined under this contract are exclusively clerical, administrative, and data-driven. The Medical Record Clerk is a non-clinical role. Contractor personnel are strictly prohibited from performing any tasks that require clinical evaluation, medical charting, clinical triage, patient counseling, or the independent authoring of medical/dental opinions. Mandatory Personnel Qualifications. The Contractor shall ensure that all personnel assigned to perform services under this contract possess and maintain, at a minimum, the following mandatory professional qualifications: Professional Experience Healthcare Administration Background: A minimum of two (2) years of demonstrated, hands-on experience in medical or dental administration, medical records management, military health administration, or a related healthcare clerical field. Records Management Proficiency: Proven experience handling sensitive personal data, physical/electronic archiving, and verifying the administrative completeness of standardized medical/dental intake documentation. Technical and Computer Skills Microsoft Office Suite: Demonstrated high-level proficiency in using the Microsoft Office Suite, specifically: Microsoft Excel: Ability to manage spreadsheets, utilize basic formulas, and organize data for weekly metrics reporting. Microsoft Word: Ability to draft professional administrative correspondence and schedules. Microsoft Outlook: Ability to coordinate scheduling and professional communication across secure email networks. Systems Adaptability: Proven capability to quickly learn and perform high-accuracy data entry within proprietary military and federal web-based databases (including but not limited to MEDCHART, eCase, DENCLASS, and MEDPROS) following initial Government-provided systems training. Security and Information Assurance Clearance: Federal Clearability: All personnel must be U.S. citizens and must be capable of successfully passing a federal Tier 1 background investigation (formerly National Agency Check with Inquiries - NACI) to secure a Common Access Card (CAC) for physical installation access and logical access to secure military networks. Data Privacy Competency: Prior experience handling Protected Health Information (PHI) and Personally Identifiable Information (PII) in strict compliance with HIPAA, HITECH, and military privacy regulations. Prerequisite for Award: To be considered for award, quoters must have a current NIST SP 800-171 Basic Assessment score posted in the Supplier Performance Risk System (SPRS) at the exact time of quote submission. The Government will verify SPRS records immediately following the submission deadline. Failure to have a verified, active score in SPRS at the time of quote submission shall result in the quote being determined non-responsive and immediately disqualified from further evaluation. No grace periods, updates, or post-submission self-assessments will be accepted. Quoters are required to ask questions NLT 16 August 2026. Questions received after that date will not be answered or posted. Questions and answers will be posted with 48 hours of receipt.
