DESCRIPTION OF REQUIREMENT: The U.S. Coast Guard requires services for a contractor to provide all personnel, equipment, tools, materials, transportation, and supervision necessary to perform a structural repair and electrical distribution upgrade on a single USCG-owned power pole located on the property with a USCG Unit and Housing facility in Charleston, Oregon. The Government intends to issue a firm-fixed price contract for this requirement. The full scope of work and specifications will be included in the solicitation documents. Project Address: U.S. Coast Guard Aids to Navigation Team Coos Bay 63584 Boat Basin Drive Charleston, OR 97420 This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number 70Z03326QSEAT0022 is issued as a RFQ for repair to government owned power pole. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. The associated NAICS code is 238210 (Electrical Contractors and Other Wiring Installation Contractors). This acquisition is set-aside 100% for SMALL BUSINESS. The Size Standard is $19M. A MANDATORY site visit will be held for interested quoters. All interested parties must arrive no later than five minutes prior to the start time indicated. The site visit will take place on the same day for both locations. Site Visit Date: 08/20/2026 Start Time: 0900 Location: U.S. Coast Guard ANT Coos Bay 63584 Boat Basin Drive Charleston, OR 97420 Please E-mail Ava Stow at ava.m.stow@uscg.mil to RSVP for the site visit no later than 08/18/2026 Any and all questions regarding this solicitation shall be submitted in writing to the Contract Specialist at ava.m.stow@uscg.mil with solicitation RFQ number 70Z03326QSEAT0021 in subject line. Questions regarding the statement of work (SOW) will be forwarded to the technical expert for an accurate response. All responses will be uploaded for an equal and fair solicitation to all interested vendors on solely SAM.gov. No more questions will be answered after 08/26/2026. All quotes are due by 0800 (PST) 09/02/2026. Only offerors who attended the site visit will be deemed competitive. SUBMISSION OF QUOTES Quotes must be submitted as a single consolidated PDF file electronically to Ava.M.Stow@uscg.mil by the date and time specified in this solicitation. Your quote shall not provide/repeat information already provided in the solicitation such as clauses and provisions. Incomplete submissions that fail to adhere to these instructions may be considered disqualified and ineligible for award. Period of Performance: 10/01/2026-01/28/2027 A complete submission must not exceed 5 pages and shall consist of the following parts: Part 1: Price Quotation A completed and signed Standard Form (SF) 1442. A detailed Price Breakdown for the total firm-fixed-price. The breakdown must separate the costs for the following: Mobilization, Site Prep, and Demobilization A full cost list of Materials and Equipment Direct Labor Part 2: Technical Proposal The Technical Proposal shall not contain any pricing information, and will not be more than 2 pages. It must provide a clear, concise narrative demonstrating the quoter’s understanding of and ability to meet the requirements of the PWS. Simply reiterating, paraphrasing, or "parroting" the requirements outlined in the PWS is not acceptable. The proposal must detail the specific methods, resources, and management techniques the quoter will use to meet the outlined standards. The proposal must include: Method for straightening and stabilizing the pole. Draft schedule on how contractor will execute preparation of the site and coordination with the COR, KO, and Pacific Power on executing the power outage. Evaluation: The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. An award will be made to the responsible offeror submitting the lowest-priced technically acceptable. The following factors will be used to evaluate offers: Technical Capability: The offeror’s proposal will be evaluated to determine if it meets the technical specifications and performance requirements outlined in the PWS. Technical capability will be evaluated on an Acceptable / Unacceptable basis. Technical proposals that exceed the 2-page limit or simply "parrot" the SOW language without detailed methodologies will be deemed Unacceptable. Past Performance: The Government will evaluate the offeror’s recent references and past performance to assess the risk of contract execution. The Government may utilize CPARS, market research, and references provided by the offeror. Pricing: Price will be evaluated to ensure it is fair and reasonable. Under RFO FAR 4.203-1(b) prospective contractor shall be registered in System Award Management (SAM) prior to award. Failure for contractor to be registered in SAM shall result in Contracting Officer proceeding with the next successful registered offeror. Website: www.sam.gov
