This Request for Information (RFI) supports the Department of Homeland Security (DHS) Science and Technology (S&T) Directorate’s efforts to conduct market research in support of the Plum Island Animal Disease Center (PIADC) Closure & Support (PICS) for the Program Management Office (PMO). The S&T Directorate has responsibility for the safe, reliable, secure, efficient and compliant operations of PIADC, which is located on Plum Island, New York, an 840-acre island located approximately one and one-half miles from the eastern end of Long Island’s North Fork. DHS is seeking an Operations and Maintenance (O&M) Contractor to manage, operate, and maintain facilities, equipment, systems and grounds as PIADC implements a multi-year mission to decommission the island and its associated assets. For over 70 years the United States Department of Agriculture (USDA) performed animal research, diagnostics and training at PIADC to protect our nation’s food supply from foreign animal diseases. Today, the mission at PIADC is shifting from only limited diagnostic support to a full closure mission managed under the DHS Plum Island Closure Support (PICS) Program. As part of PIADC’s mission transition, the USDA Agricultural Research Service (ARS) completed their research mission at PIADC in 2025 and the USDA Animal and Plant Health Inspection Service (APHIS) will complete their mission in October 2026, with an anticipated short follow-on presence to remove all personnel, biological agents and assets ending in March 2027. The PICS program will require the continuation of O&M support services at PIADC, with the exception of scope that was necessary to support science and research performed by USDA. The Excerpted Statement of Work (ESOW) provides an outline of scope that is required to operate and maintain PIADC starting in January 2027, with a summary description of areas that must remain functional throughout the closure period, which is expected to end between 2031 and 2034. DHS PIADC invites all businesses to submit a written response that includes a self-assessment of your capabilities to fulfill the tasks outlined in the ESOW. If your organization cannot fulfill all identified tasks independently, please describe any proposed teaming arrangements that would enable you to meet the Government’s full requirements. The scope of services is defined in the ESOW. Please refer to the ESOW for comprehensive details regarding required operations, maintenance, and closure support activities.
