Account requiredWhy it scored this way
Every reason behind the verdict rather than the headline one — which of your certifications match, how much runway is left, whether the work is your size, and what we would need to know to sharpen it.
The requirements that decide a bid — bonding, clearances, experience minimums, page limits — live in the attachments, not in the notice above. Start a free trial to upload them and have them read.
Draft the paperwork
Written against this notice and what you have told us about your company. Anything we do not know is marked [NEEDS INPUT] in the draft rather than guessed at — read it before you send it. Federal notices routinely put the real requirement in an attachment; adding the documents above makes every one of these materially better.
Start a free trial to draft these. Nothing is sent to an agency on your behalf, ever — you get a document to review, edit and submit yourself.
What would disqualify you
Read straight from the solicitation documents: the bonding, clearances, insurance minimums, experience thresholds and deadlines that decide whether you can bid at all — before you write a word.
Sources Sought response
A complete draft response — capability statement, relevant past performance, business size and socioeconomic status, and answers to the agency's specific questions.
Questions to submit
Genuine ambiguities and requirements that disadvantage a smaller bidder, drafted as questions you can submit before the Q&A deadline.
Past performance write-ups
Which of your prior awards best match this requirement, and draft write-ups in the format the agency asked for.

Account requiredWho wins this work, and what it pays
Comparable awards under NAICS 541990 at this agency — the incumbent, what they were paid, when their period of performance ends, and the real pricing distribution rather than the headline number. From public federal award records.
The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) has a requirement to obtain comprehensive research and technical support for binary blasting agent DBA-105P. To support this effort over the next five years, the contractor shall provide all labor, equipment, deliverables, and necessary travel to execute core tasks encompassing readiness operations support, direct operations support, material characterization, and general technical research and development. To support these needs, the Government intends to award a Master Blanket Purchase Agreement (BPA) with a five year ordering period to UTEC Corporation, LLC. (Cage 4YTY2), on a sole source basis. This agreement is intended to allow streamlined purchase of UTEC Corporation LLC’s services to minimize any impacts to research and demonstration events. UTEC Corporation, LLC is the only source capable of satisfying this requirement without the Government incurring unacceptable safety risks, substantial duplicative costs, and catastrophic operational delays. The award will be issued in accordance with RFO Part 6.103. The applicable North American Industrial Classification System Code (NAICS) code is 541990 (All Other Professional, Scientific and Technical Services) with a size standard of $19.5 million. This notice of intent is for information purposes only. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Responses to this requirement may be submitted to Jon-Vincent Holden at Jon-Vincent.S.Holden@usace.army.mil and Sonia Boyd at Sonia.J.Boyd@usace.army.mil . The solicitation number shall be included in the subject line of the e-mail submission. Responses must be received no later than 1:00PM CST 22 October 2026.

Submit questions
Ambiguities and requirements worth clarifying, written as questions you can send before the deadline.
Opens in your own mail client, addressed and with a subject line — you write the message. GovSprint never sends anything on your behalf.
Emails open in your mail client and are sent from your address, so the reply comes back to you and the exchange stays yours. Confirm the correct channel and any question deadline on the notice before sending — many solicitations require questions in a specific way.
