This is a Notice of Proposed Contract Action under RFO Part 12 Acquisition of Commercial Products and Commercial Services. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334290 (Other Communications Equipment Manufacturing) with a small business size standard of 750 employees. The Government requires the procurement of Optical Amplifiers, and intends to negotiate a sole-source award for this requirement with Ogmentum, Inc., 297 Kingsbury Grade, Suite 142, Stateline, NV, 89449-9804, who represents itself as the exclusive North American distributor of the required FiberLabs branded Optical Amplifiers. Relevant FiberLabs part numbers and associated product descriptions are as follows: Item 1, qty. 1 each – Part #: AMP-FL8612-OB-23 Bench-Top O-band Optical Amplifier Item 2, qty. 1 each – Part #: AMP-FL8021-CLB-22 Bench-Top C+L-band Optical Amplifier The Government has determined that other companies' products and services do not meet or cannot be modified to meet the Government's needs. FiberLabs is the only known commercial vendor capable of offering optical amplifiers that meet the Goverment's following essential requirements as follows: Item 1 - O-Band Amplifier Output 1280nm-1320nm: at least +23 dBm max output, Gain at -30 dBm input at 1310 nm: +40 dB minimum Noise figure: < 7 dB Input/output isolation: at least 35 dB FC/APC Connectors Item 2 - C+L-Band Amplifier Output 1530 nm - 1560 nm: at least +22 dBm max output, Output 1570 nm - 1610 nm: at least +22 dBm max output Gain at -30 dB input at 1550 nm: +40 dB minimum Noise figure: < 7 dB Input/output isolation: at least 35 dB FC/APC Connectors Other vendors found during market research offered amplifiers that either had outputs that were too low or did not have enough gain. Considering this, and also considering that OgMentum, Inc. represents itself as the exclusive North American distributor of FiberLabs branded products, a sole-source award to OgMentum, Inc. is contemplated, as aforementioned. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 September 2026. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
