The Defense Commissary requires a commercial contractor to provide comprehensive maintenance services at the Wiesbaden commissary facility and equipment in Germany. This is a non-personal services requirement where the contractor manages their own workforce to keep all building systems, infrastructure, and food handling equipment safe, compliant and continously operational. The contractor is responsible for three tiers of facility and equipment maintenance: Preventive Maintenance (PM): Scheduled inspections, functional cleanings, and routine servicing to prevent unexpected failures. Unscheduled Maintenance (UM): Repairs for non-critical unexpected failures. The contractor must submit a cost estimate within 14 days and complete the work within 45 days of approval. Emergency Maintenance (EM): 24/7 immediate response for issues threatening life, safety, or critical operations (e.g., refrigeration loss). Technicians must be on-site within 3 hours. For repairs over €3,000, the contractor must stabilize the issue and await government approval before completing the full repair. Operation and Personnel Requirements: Qualified Workforce: The contractor must provide qualified, English-speaking personnel (including a 24/7 Contract Manager) and maintain the internal workforce capacity to complete at least 70% of all requested work without subcontracting. System Tracking: All work orders, estimates, and deliverables must be tracked exclusively through the government's web-based Service Order Management System (SOMS). Base Access & Coordination: The contractor must manage installation access passes for its direct employees and conduct brief, daily check-ins with store management to coordinate work around retail operations. Compliance and Quality Assurance: Reporting: The contractor must submit an initial 100% equipment inventory (updated quarterly), monthly maintenance findings, and an annual refrigerant leak report. Safety & Quality Plans: Comprehensive Safety and Quality Control Plans (QCP) must be submitted shortly after contract award to ensure adherence to commercial standards and EU regulations.
