T-BOS Acquisition Update–19 Aug 2026: Notice of Scope Revision and Strategic Procurement Pause The 764th Enterprise Sourcing Squadron is issuing this update to inform industry of a significant scope revision and subsequent schedule delay for the Türkiye Base Operating Support (T-BOS) acquisition. 1. Cancellation of Current Descoping Actions / Restoration of Current Requirement Following the conclusion of mediation between the U.S. Government and the Turkish labor union (Türk Harb-??) regarding the new 2-year Collective Labor Agreement (CLA), the Government made a strategic decision to continue all BOS functions as a consolidated requirement. The previously announced strategy to immediately descope approximately 175 Full-Time Equivalent (FTE) positions from the core T-BOS solicitation has been cancelled 2. Impact on Local Contract Actions The 39th Contracting Squadron (39 CONS) at Incirlik AB is currently in the process of formally cancelling the four associated local contract actions and solicitations for these services. All offerors and awardees involved in those local 39 CONS actions will receive separate, direct communications from their respective Contracting Officers. 3. Schedule Impact and Next Steps Because this scope restoration fundamentally alters the PWS, the baseline cost data, and the evaluation criteria previously published in the Draft RFP, the Final RFP will not be released this month as originally projected. The Government will reconvene an Acquisition Strategy Panel (ASP) to thoroughly review the impact of these changes on the overall procurement strategy. Industry partners should anticipate a strategic pause of approximately 90 to 120 days. During this time, the Government will revise the PWS, and sanitized cost baseline estimates to reflect the newly signed CLA. Once an updated plan is formally approved, the Government will post an additional update to outline the revised acquisition strategy, define the future procurement pathway, and publish a new milestone schedule. As part of this comprehensive reassessment, the Government may also issue supplemental requests for information or conduct additional market research to ensure our final approach aligns with current market capabilities. We appreciate the significant time and resources industry has already invested in reviewing our previous draft documents. INTRODUCTION & APPRECIATION TO INDUSTRY The Department of the Air Force, 764th Enterprise Sourcing Squadron (764 ESS), wishes to thank our Industry partners for their robust participation and valuable input during the Market Research and capability assessment phases over the past year. Your feedback has been instrumental in shaping this requirement. The Government is now issuing this Draft Request for Proposal (RFP) for the Türkiye Base Operating Support (T-BOS) contract. The purpose of this posting is to provide the final draft solicitation documents to Industry for review, comment, and question submission prior to the release of the official RFP. 2. IMPORTANT NOTICE: COLLECTIVE LABOR AGREEMENT (CLA) STATUS Prospective Offerors are advised that the next iteration of the Türk Harb-?? Collective Labor Agreement (CLA) is currently under bilateral negotiation between the Host Nation and applicable labor authorities, and has not yet been finalized. As stated in the draft Section L (Instructions to Offerors, Paragraph L.4.2.2), Offerors shall base their current reviews, questions, and initial pricing strategies on the existing 2024-2026 CLA (and its active 27 Sep 2025 Addendum) provided in the attachments below. Once the new CLA is finalized and executed, the Government will formally incorporate the updated CLA, wage rates, and benefits tables into the official solicitation via a formal RFP Amendment. 3. DRAFT SOLICITATION ATTACHMENTS The following documents are attached to this notice for Industry review: Draft Solicitation (FA5641-26-R-0005): Standard Form 33 and contract clauses/provisions. T-BOS Draft Performance Work Statement (PWS): Dated 17 July 2026. T-BOS Technical Data Package (ZIP File): Contains historical workload data, Government-Furnished Property (GFP) listings, and other critical operational data. 2024-2026 Türk Harb-?? Collective Labor Agreement (CLA): The current, active labor agreement. CLA Addendum: Dated 27 September 2025. T-BOS Workforce Baseline (Excel): Provides necessary workforce cost and demographic data regarding the incumbent unionized workforce. 4. SUBMISSION OF QUESTIONS AND COMMENTS Industry is highly encouraged to review the attached drafts and submit questions, comments, or recommended improvements. Deadline: All questions and comments must be submitted no later than Monday, 27 July 2026, at 16:00 Central European Summer Time (CEST).
