Robinson, 378 Military Rd, North Little Rock, AR 72119 1.0 General Information This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ). Post-repair operational testing witnessed by Government POC, ductwork re-sealing, and submission of the final written Service Report. 1 Job $_________ $_________ Total Total Firm-Fixed-Price (CLINs 0001 - 0004) $_________ 3.0 Description of Requirement (SOW Summary) The Contractor shall provide all labor, materials, equipment, tools, and supervision necessary to inspect, repair, and test the Clemco Blast Booth located at CSMS, Camp Joe T. Robinson. Key Performance Requirements: System Diagnostics & Repair: Restore the entire blasting system to original factory specifications. Filter & Hoses: Replace existing cartridge and final filters. Inspect and replace all worn or degraded hoses and connections. Ductwork Maintenance: Inspect and completely re-seal all exterior ductwork to ensure proper containment and ventilation control. Wearable Components: Identify and replace all standard wearable components on both the blast pots and the booth interior. Operator Safety Compliance: Remove and replace the existing Carbon Monoxide (CO) monitor and the breathing air filtration system. Mechanical/Electrical Inspections: Inspect all fans, motors, and electrical/control panels. Secure loose connections and replace any defective components. Deliverables: Successful Operational Test witnessed by the Government Point of Contact (POC), Mr. Justin Swaim. A comprehensive final Service Report detailing all inspections, parts replaced, and test results. 4.0 Place and Period of Performance Place of Performance: CSMS, Camp Joe T. Robinson 378 Military Rd North Little Rock, AR 72119 Period of Performance: TBD based on quotes time needed for all repairs to be completed 5.0 Site Visit (Highly Recommended) Offerors are strongly encouraged to inspect the site and the Clemco Blast Booth to fully satisfy themselves regarding all general and local conditions that may affect the cost of contract performance. Site Visit Date/Time: If needed. Site Visit Location: CSMS, Camp Joe T. Robinson, North Little Rock, AR. Coordination Contact: Mr. Justin Swaim (POC details to be finalized upon contract walkthrough request). Please request base access coordination at least 2 days prior to the site visit. 6.0 Instructions to Offerors (FAR 52.212-1 Addendum) To be considered for award, Offerors must submit a complete quote package containing the following: Price Proposal: Complete the CLIN pricing table in Section 2.0. Prices must be all-inclusive (labor, travel, materials, equipment, and safety compliance). Technical Capabilities Narrative: A brief description of the offeror's capability to perform the work, experience with industrial blast systems (specifically Clemco systems), and a description of the parts/warranties to be provided. Past Performance: Provide at least two (2) references for projects of similar size, scope, and complexity completed within the past three (3) years. Include contact names, phone numbers, and email addresses. SAM Registration: Offerors must have an active registration in SAM.gov at the time of quote submission to be eligible for award. Submit quotes via email to leonard.d.roberson.civ@army.com with the subject line: "Quote - W813HY0012471335 - Clemco Blast Booth Repair" no later than the Response Date listed above. 7.0 Evaluation and Award (FAR 52.212-2) The Government intends to award a Firm-Fixed-Price contract resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation, represents the Lowest Price Technically Acceptable (LPTA) to the Government. Quotes will be evaluated on the following factors: Technical Acceptability: Meeting or exceeding the requirements of the Statement of Work (SOW), demonstrating appropriate certifications/experience with Clemco equipment, and accepting all solicitation terms and conditions. Past Performance: A record of satisfactory performance on similar industrial machinery repair contracts. Price: The lowest overall priced technically acceptable quote. 8.0 Security and Base Access The Contractor shall comply with all local installation security policies and procedures for access to Camp Joe T. Robinson. The Contractor is responsible for obtaining necessary passes or clearances for all employees performing work under this SOW. Delays caused by lack of proper identification or security clearance will not be grounds for contract modifications or extensions. 9.0 Applicable FAR / DFARS Clauses (By Reference & Full Text) The following provisions and clauses apply to this acquisition: FAR 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services.
