Combined Solicitation & Notice of Intent (SOLE SOURCE) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with RFO Part 12. This announcement constitutes only solicitation. Offers are being requested and a separate, written solicitation will not be issued. CIGIE intends to negotiate on a Sole Source basis with American University for a one-year follow-on BPA Contract to provide the Office of Inspector General (OIG) community customized training and development classes for their potential training needs. This solicitation number SSN08192026 is issued to serve as CIGIE’s intention to award this follow-on Sole Source BPA contract to American University. This acquisition is not set aside for small business concerns. (ii) The required courses/programs are as follows: Emerging Leader Program; 4 classes with up to 22 students per class. New Leader Program; 6 classes with up to 22 students per class. Experienced Leader Program; 2 classes with up to 22 students per class. SES Level Program; 1 class with up to 20 students per class. Senior Executive Program 360 Evaluation and Coaching Option up to 20 students. NOTICE OF INTENT TO SOLE SOURCE American University offers commercial training classes and training programs that have been customized for the IG community. The previous contract allowed CIGIE to customize the courses to be more specific for IG community member only training needs. CIGIE determined that full and open competition would result in significant additional time and funding being needed to select a vendor, and then to request extensive customization of their commercial offerings to mee the IG specific training needs and exact specifications. CIGIE intends to award this BPA contract as a follow-on contract under FAR 6.302-1 Only one reasonable source and no other supplies or services being able to satisfy the agency requirements, specifically 6.302-1 (2)(a)(ii)(a): “When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.” Based on the established FAR requirements stated above, completed market research, and the cost-price analysis; CIGIE will award this BPA agreement for the potential IG FY27 needs under a Sole-Source justification. Requirements American University will coordinate with CIGIE to provide the following courses as training options for the 2027 fiscal year: Emerging Leader Program; 4 classes with up to 22 students per class. New Leader Program; 6 classes with up to 22 students per class. Experienced Leader Program; 2 classes with up to 22 students per class. SES Level Program; 1 class with up to 20 students per class. Senior Executive Program 360 Evaluation and Coaching Option up to 20 students. These courses/programs will be offered to the IG community at mutually agreed upon specified dates. The courses will be offered to the IG community under this BPA agreement at a firm-fixed price. Each OIG office will use this BPA agreement to place their individual orders (if any) and will be financially responsible for paying for their individual orders with their government purchase cards. Market Research American University confirmed the sole source nature of these IG customized courses requirement via email on 08/16/2026. This BPA contract will be considered a follow-on contract, and American University is the only contractor who offers these IG customized specific training courses. Instructions to Interested Parties This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination by the Government not to complete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct competitive procurement. Interested parties that believe they can satisfy the Government' s requirements shall submit a written capability statement. Capability statements shall specifically demonstrate the ability to provide: Training courses/programs that have been customized from commercial status to exclusively being tailored to the training needs, requirements, and future education of the IG community. General marketing materials or unsupported statements of capability will not be sufficient. Responses should clearly explain how the proposed commercial solution satisfies each of the Government' s minimum requirements. As previously stated, this is NOT a solicitation for quotations, quotation abstracts, a request for competitive quotations; or request for competitive proposals; There is no solicitation package available for review due to CIGIE’s intention to conduct this requirement as a sole source award. If a company determines that their company can meet all requirements mentioned above, the company shall submit a written response within 15 days from the date of publication of this Notice of Intent to Sole Source by the Government. Responses must clearly and thoroughly defend any claims or assertions that attempt to refute the Government' s claim, a determination by the Government not to compete Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. Information received on this notice must eliminate the Government s concerns and address how the required services can be provided. If no qualified/affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government, the BPA contract will be awarded to American University.
