This is a solicitation as a Request for Quotes (RFQ) for the National Park Service (NPS) at Lava Beds National Monument (LABE) to re-stipe roads and parking lots, Siskiyou County, CA. The Contractor shall provide all supervision, labor, equipment, materials and supplies necessary to complete the work as identified in the project specifications and associated documents provided as attachments to this solicitation. SITE VISIT. An organized site visit has been scheduled for Thursday, August 18, 2026 at 1pm (Pacific Time). Participants will meet at park headquarters just past the Tule Lake Visitor Center. The headquarters address is 1 Indian Well Headquarters Rd, Tulelake CA 96023. You can also access the park map online at this link: https://www.nps.gov/labe/planyourvisit/maps.htm. RSVP Required. To participate in the site visit, send an email to the Contracting Officer at Phaedra_fuller@ios.doi.gov and cc: ray_reid@nps.gov, garry_wedmore@nps.gov and don_bowen@nps.gov with the following information: Email title: "140P8426Q0026, Site Visit RSVP." The email shall contain: The Name of the Participant, Company Name, Trade (ex. General Contractor, Roofer, etc.) and phone number and email address of all participants. PROJECT SCHEDULE. Period of Performance is from September 21, 2026 to April 29, 2027. Government anticipates this work to be completed within a three-week period or less. Work will be scheduled per the Notice to Proceed which will be issued after conclusion of the pre-construction meeting that will be scheduled after award. If quoter is able to schedule work to occur between late September 2026 to October 2026, then the pre-construction meeting can be scheduled the week of September 7th, 2026. If the Quoter's schedule shows a start time in Spring 2027, then the pre-construction meeting will be scheduled in February 2027. Typical temperatures at Lava Beds National Monument in October is high 50¿s to mid 60¿s, so the hope is all striping can occur between mid-September to mid-October 2026. Refer to Attachment 1, Section IV, A. SMALL BUSINESS SET-ASIDE. This acquisition is a Total Small Business Set-Aside. Offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall not be considered. The North American Industry Classification System (NAICS) Code for this requirement is 237310, Highway Street Bridge Construction, with a corresponding size standard of $45 million. BEST VALUE PROCUREMENT. The Government intends to award a single, firm-fixed-price contract. Evaluation for award will be made in accordance with FAR Part 12 Commercial Acquisition Procures. Award selection will be made on a Best Value determination made after consideration of price and non-price factors. Refer to Attachment 1 Section E for what to include and quote and Section F for evaluation factors. WHERE TO CHECK FOR AMENDMENTS TO SOLICITATION. Prospective offerors must visit SAM.gov periodically to check for amendments and other changes to the solicitation documents; no other notifications will be sent nor will hard copies of the solicitation be mailed or issued. All eligible responsible sources may submit a proposal which shall be considered by the National Park Service, however, offerors who have not established and/or maintained an active registration at www.SAM.gov by the offer due date and time will be considered either ineligible or non-responsive and will be not considered for award. QUESTIONS? All questions shall be submitted in writing, emailed to: phaedra_fuller@nps.gov and cc: don_bowen@nps.gov, ray_reid@nps.gov, and garry_wedmore@nps.gov. Email shall contain Solicitation number 140P8426Q0026 in the subject line of the email. There are no shop drawings or other types of drawings available for this solicitation. Any Questions and Answers (Q and A) from the site visit will be posted as an amendment in SAM.gov, so keep watch for that. Any additional questions will be compiled and provided to all offerors as additional amendment(s) in SAM.gov. Final questions are due no later than three (3) days prior to solicitation closing date. The Government reserves the right to cancel this solicitation.
