PSC: 2330 NAICS: 336212 SECTION I: OVERVIEW The 38th Rescue Squadron (38 RQS) requires a contracted company to manufacture a enclosed bumper-pull trailer in accordance with the attached Statement of Objectives (SOO). Question Submission: All questions regarding this solicitation and the associated Statement of Work (SOW) must be submitted in writing via email to the Contracting Officer and Contract Administrator by 12:00 PM, EST August 21, 2026. Questions and Answers will be distributed to all interested vendors via an amendment to this solicitation. SECTION II: INSTRUCTION TO OFFERORS Quoters shall submit their response to include: 1. The Offeror shall submit a Statement of Work that demonstrates a complete and realistic plan to meet the requirements IAW the SOO (See Attachment 2). Legibility, clarity, and coherence are very important. 2. Price breakdown including delivery costs. 3. Estimated lead time / delivery schedule. 4. Company CAGE Code and UEI. Quotes must be submitted via email to SSgt Maximos Ramirez at maximos.ramirez@us.af.mil with TSgt Jeffrey Moran at jeffrey.moran.3@us.af.mil CC’d no later than 8:00 AM, EST on August 27, 2026. SECTION IV: EVALUATION FACTORS 1. Quotes will be evaluated based on lowest price technically acceptable. In addition, quotes will be evaluated based on the criteria stated in the next paragraph. 2. Offerors’ quotes, which are evaluated, shall be evaluated on a pass/fail basis and rated as acceptable or unacceptable. The two lowest priced quotes shall be evaluated first. If the lowest priced quote is deemed technically acceptable, the next lowest priced quote will be evaluated to ensure competition exists. Evaluation will continue in order by price until two quotes are deemed technically acceptable; all proposals may not be evaluated for technical acceptability. Attachments: 1. SF 1449 2.
