The Federal Aviation Administration's (FAA) Mike Monroney Aeronautical Center (MMAC), located in Oklahoma City, Oklahoma, is the site of a variety of activities supporting the central mission of the FAA, which is to promote safety and efficiency in the use of the nation's airspace. Architectural and Engineering (AE) services are needed to ensure compliance with local, state and federal environmental laws in the conduct of the FAA’s mission. The FAA contemplates award of Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ). The contract will be firm-fixed-price. The North American Industry Classification System (NAICS) code for this procurement is 541310, Architectural Services, with a Small Business Size Standard of $12.5 million. All interested sources should first attempt to download the attached SIR document(s). If downloading is not possible, all requests for copies of the SIR document(s) must be made in writing to the attention of Charity Daniel, Contracting Specialist, via e-mail at Caridad.Daniel@faa.gov. Your attention is directed to Sections L and M of SIR 6973GH-26-R-00130 for instructions and preparation and submission of proposals. The SIR includes an evaluation of past performance. In accordance with SIR Section L provision 3.2.2.3-14 entitled, "Late Submissions, Modifications, and Withdrawals of Submittals," any proposals received after the due time and date of 4:00 p.m. CT, September 24, 2026, will not be considered. In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award. A pre-proposal teleconference will be held on Wednesday, August 26, 2026 at 11:00 a.m. A teleconference number will be set up. Please advise the Contract Specialist (Charity Daniel, caridad.daniel@faa.gov) in writing of your intent to attend by 2:00 p.m., August 25, 2026. Telephone requests will NOT count as notification of attendance. Your request should include the name of attendee, title of attendee, name of company, and contact information to include phone number and email address. Contractors must be registered with the System for Award Management, www.sam.gov on the date established for receipt of offers (September 24, 2026). Reference AMS Clause 3.3.1-33, paragraph (d), "if the offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror."
