Notice and Purpose The Defense Logistics Agency (DLA) Energy is conducting market research regarding commercially available toll pass and toll management capabilities for Government vehicles operating throughout the Continental United States (CONUS). The Government seeks information concerning industry capabilities, customary commercial practices, service coverage, account management, billing and reporting, and the availability of small business sources. This RFI is for information and planning purposes only. It is not a solicitation, request for quotation, or request for proposal, and it does not constitute a commitment by the Government to issue a solicitation or award a contract. Responses are not offers and cannot be accepted by the Government to form a binding contract. The Government will not reimburse respondents for costs incurred in preparing or submitting a response. Respondents should not submit proprietary information unless it is clearly identified as such and necessary to explain the response. Requirement Overview DLA Energy currently supports approximately 41 GSA-leased vehicles assigned to DLA Energy Americas East and West locations. Fleet size may increase or decrease based on mission requirements. The desired capability is an integrated toll-management solution that enables authorized Government vehicles to use toll facilities throughout CONUS with minimal interruption and provides centralized account administration, transaction-level reporting, consolidated billing, customer support, and management of transponders or other compatible toll-access technology. Government-Identified NAICS for Market Research Candidate NAICS: 488490 – Other Support Activities for Road Transportation. Respondents shall state whether this NAICS best represents the principal nature of the services described in this RFI. If not, identify the NAICS code the respondent believes is more appropriate and briefly explain why. For each NAICS identified, state the respondent’s business size under the applicable SBA size standard. Information Requested Responses should be concise and limited to the information necessary to address the items below. A capability statement may be included as part of the response. Company Information: Legal business name; physical address; website; point of contact; telephone; email; UEI and CAGE Code, if available. Business Size and Socioeconomic Status: Business size for NAICS 488490 and for any alternative NAICS proposed. Identify applicable socioeconomic status/certifications (e.g., small business, 8(a), HUBZone, SDVOSB, WOSB/EDWOSB) where applicable. Relevant Capability and Experience: Describe experience providing nationwide or multi-jurisdiction toll management, transponder management, toll transaction processing, centralized billing, dispute resolution, and related account-management services. Identify up to three recent contracts or commercial engagements of similar scope, including customer type, approximate fleet size, geographic coverage, and period of performance. (See attached draft PWS) Toll Network Coverage and Interoperability: Describe toll roads, bridges, tunnels, toll authorities, and interoperable toll networks supported. Identify known geographic or system limitations, including facilities requiring alternative processing such as license-plate billing. Explain how the solution supports vehicles traveling outside their normal operating region. Toll Access Technology: Describe transponders or other technology used; whether equipment is purchased, leased, loaned, or included as part of service; initial provisioning; activation; replacement; deactivation; lost/stolen equipment controls; and the ability to add or remove vehicles during performance. Account Structure and Administration: Describe capability to establish a centralized/master account with subordinate vehicle or organizational accounts; role-based user access; account controls; transaction review; vehicle reassignment; and administrative reporting. Billing, Reconciliation, and Toll Processing: Describe the normal commercial process for payment of underlying toll charges, consolidated billing, transaction-level detail, toll violations, duplicate or erroneous charges, misreads, refunds/credits, and reconciliation. Identify the normal lag between toll occurrence, posting, and billing. Reporting and Data: Describe standard reports and data fields available, including vehicle/transponder identifier, toll authority/facility, date/time, location, charge, adjustments, violations, and account/sub-account. State whether reports are available on demand and in commonly used electronic formats or by export/API. Customer Support and Issue Resolution: Describe support channels and normal service levels for account inquiries, transponder problems, billing questions, disputes, and urgent access issues. Identify standard support hours and escalation processes. Information Security and Accessibility: Describe authentication, user-access controls, protection of Government data, hosting model, audit/logging capability, and any independent security certifications applicable to the commercial service. If a web-based user interface is offered, identify accessibility conformance information available for the product/service. Implementation and Transition: Identify normal lead time to establish an account, provision approximately 41 vehicles, migrate or establish vehicle/toll data, train Government users, and reach full operational capability. Describe information normally required from the customer to begin service. Commercial Practices and Pricing Structure: Describe customary commercial pricing practices. Identify typical pricing elements (for example: account/subscription fees, per-vehicle or per-transponder fees, transaction/processing fees, replacement fees, toll pass-through charges, minimums, or other recurring/nonrecurring charges). Budgetary ranges may be provided for market-research purposes, but a formal quote is not requested. Identify customary contract term, renewal practices, and volume discounts, if any. Contract Vehicles and Ordering Channels: Identify any existing Federal or other Government contract vehicles through which the described services are available, if applicable. Subcontracting/Third-Party Dependencies: Identify material third-party toll networks, processors, subcontractors, or service dependencies required to provide nationwide coverage and explain the respondent’s role in managing those relationships. Draft Performance Requirements: Review the attached draft PWS and identify requirements that are inconsistent with customary commercial practice, unnecessarily restrictive, not measurable, or likely to increase cost without corresponding benefit. Recommend alternative performance standards or service levels where appropriate. Additional Information: Identify any other market information the Government should consider regarding nationwide toll-management services, emerging technology, interoperability limitations, commercial terms, or performance measurement.
