The Defense Health Agency Contracting Activity (DHACA), Western Markets Contracting Division (WMCD), San Diego, CA intends to award a firm fixed price purchase order for Specimen Analytical Testing and Reference Laboratory Testing Services in support of the Laboratory Department at the US Naval Hospital Guam in accordance with Federal Acquisition Regulation FAR 12.201-1, Simplified procedures, only one source being available to meet the Government’s needs, to: Diagnostic Laboratory Services, Inc. Unique Entity ID: DN7RRGGMEMN5 CAGE: 08ZF6 99-859 Iwaiwa St. Aiea, HI 96701-3267 Period of Performance: Base: 10/19/2026 – 10/18/2027 Option 1: 10/19/2027 – 10/18/2028 Option 2: 10/19/2028 – 10/18/2029 Option 3: 10/19/2029 – 10/18/2030 Option 4: 10/19/2030 – 10/18/2031 Diagnostic Laboratory Services (DLS) reference labs will provide comprehensive diagnostic testing and specialized laboratory services. These services include a wide range of tests such as blood tests, genetic testing, and microbiology, with an expected high volume of tests to be processed efficiently. DLS is the only source capable of meeting the stringent technical standards and certifications, such as CLIA and CAP accreditation, required for the high volume and rapid turnaround of tests. Diagnostic Laboratory Services is the sole source for reference lab services at the Naval Hospital due to its remote location, which makes it challenging to access external facilities. These services ensure that patients receive timely and accurate diagnoses and quick turnaround times for test results. This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required product for United States Naval Hospital Guam. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
